Private businesses have virtually no access to commercial loans from state banks, which are struggling with mountains of bad debt from lending to poorly operated state owned industries.

"The No. 1 challenge facing small and medium enterprises is funding," said Zhang Lingxiao, a manager at the business service center run by the Bank of China. "Banks are reluctant to lend to them because they have little credit history and little appropriate collateral. It's very hard for them to qualify."

In the early years of Communist China,van cleef and arpel replica necklace, pawnshops were attacked as a symbol of class oppression. Beijing shut them down in the 1950s, along with all other forms of private enterprise.

The doors to pawnshops didn't reopen until 1987, and demand was so great that the number of brokers nationwide climbed to more than 4,000. But with the healthy demand came shady operators who used the shops to launder money and stolen goods.

To stop the proliferation, Beijing placed pawnshops under the jurisdiction of the central bank in the 1990s. The number of shops shrank to about 1,200, and no new ones were allowed to open.

"China's pawn industry has explosive growth potential, but, like the stock market, it is just beginning to open up," said Ma, the 37 year old manager at Heng Tong Pawnshop in Shanghai.

From the marquee to the service counter, pawnshops in China's major cities are visual copycats of modern state banks. Large marble counters and clear glass dividers have long replaced hard to reach small windows with metal bars, which were trademarks of traditional Chinese pawnshops.

Ordinary citizens go to pawnshops to obtain loans to pay for emergency hospital bills, school fees, job search expenses, even vacations. Such a step was unthinkable during Mao Tse tung's era, when the state paid for everything, assigned jobs and restricted travel.

Entrepreneurs looking for a hassle free bailout are regulars at the shops.

"They are a huge help to private businessmen like myself," said Jiang Hua,van cleef alhambra replica necklace, owner of a Shanghai printing shop who frequently pawns his diamond ring and Rolex watch to solve cash flow problems.

"There are still a lot of people who don't know about us and are shocked to find out that a Communist country has pawnshops," Ma said.

Majority of Patrons Own a Business

More than 60% of his clients run a business of some sort. Last weekend the University of Central Florida's football program got a major shot of prestige when the St. Louis Rams won the Super Bowl. Rams starting center Michael Gruttadauria is a 1995 UCF grad.

This weekend, UCF's engineering department could get a boost. Sunday. The race could cover up to 2,700 miles more than five Daytona 500s.

A cadre of University of Central Florida engineering students will be working on the Gunnar Racing team's pit crew. Six of the students are undergraduates enrolled in the school's mechanical engineering program and members of the Student Society of Automotive Engineers. The other two are graduate students in UCF's unique Precision Engineering of High Performance Engine program.

Gunnar Racing, based in West Palm Beach, will run a Porsche 996 GT3 R, a $200,000 race car that will be piloted by several drivers during the race, including actor Paul Newman. Jeannette stocked his pit crew with UCF students because he was impressed with the school's engineering program.

Yet countries worldwide were being looted of their art for markets in New York and London. FBI agent Robert K. Whitman estimated that art market in New York alone is worth an estimated $200 billion annually. "That's everything antique markets, art fairs, auction house revenue, gallery sales." And he added, "That market is totally unregulated."

Organized crime has entered the lucrative field of stolen art. Knelman covers Montreal's Hells Angels' involvement with stolen art in the style of a detective novel. and Canadian city police forces in their efforts to recover stolen art. Too often, however, Knelman assumes a novelistic tone in which extraneous detail slows the pace.

Disappointing for me, Knelman gives short shrift to historic stolen art and wartime plunder. There is nothing about a notorious shipment of looted treasures from Cuba that came to Toronto after the Cuban revolution. And, significantly, nothing about art that goes missing, lost or stolen when left with an art dealer, auction house or art patron at the time of the artist's death.

Revamped Outback shines with EyeSight safety technology suite

It may not have the wow factor of a Rolex watch or a pair of Louboutin shoes, but trust us the Subaru Outback is no outcast. A granddaddy of crossovers, the Outback has been instrumental in driving Subaru's record sales month after month.

There's apparently some cachet in transportation that combines creature comforts, reliability, versatility and great resale value. The 2015 Outback marks the start of the fifth generation of the 20 year old crossover and the revamp is a doozy, with cosmetic and substantive improvements making the Outback even more compelling.

It's roomier, quieter, more comfortable and uses less fuel. Those familiar with Subaru's lineup will be cheering that the quirky some would say, downright tacky infotainment gear of previous years is gone.

The 2.5 is the entry level Outback. Included with its $24,895 MSRP are Subaru's full time all wheel drive, Starlink multimedia four speaker infotainment system with 6.2 inch screen, manually adjustable driver and front passenger seats and air conditioning. The 2.5i rolls on 17 inch steel wheels with covers and 225/65R17 tires.

And here's the clincher: the Premium is available with Subaru's respected EyeSight safety suite, blind spot warning, rear cross traffic alert, and power lift gate. The package is a steal at $1,695.

When equipped with the comprehensive EyeSight system, the 2015 Outlook earned the 's highest rating: Top Safety Pick Plus.
