We asked ABC Radio Brisbane listeners if they thought bright car
headlights were increasingly becoming an issue for fellow road users and
hundreds on social media told us it was.
Overwhelmingly, people said headlights are too bright but many thought the safety benefits of brighter beams far outweighed the negatives.Queensland’s peak motoring body, the Royal Automobile Club of Queensland (RACQ), said it had not seen an increase in complaints but said it was apparent it was an issue of “constant concern” to drivers.
“[We haven't seen an increase] from month-to-month or year-to-year that I’m aware of, but it is a constant area of concern,” Steve Spalding, RACQ’s Head of Technical and Safety Policy, said.Increasingly car manufacturers are making vehicles with LED or High Intensity Discharge (HID) lights which come across as brighter and often have a blue tint to them.
Not only do these lights provide better illumination than halogen lights, LEDs claim to consume less energy which translates into fuel savings and emissions reductions.
But the RACQ says HIDs and LEDs are typically the source of frustration for fellow road users.The Australian Design Rules (ADR), the national standards for vehicle safety, set out guidelines which dictate the size and shape of a car’s headlight beam as well as the amount of permissible glare.
Oftentimes it is the aim or position of the lights, not their wattage, which causes the glare — which is one reason why there is no maximum wattage specified in legislation.What the ADR does require is cars equipped with HIDs to also have a self-levelling mechanism to ensure the headlights are always aimed at the ground.
It also requires the vehicle to be fitted with a headlight washer to minimise the build up of dirt and grime, which can affect how the light is dispersed.Oscar Oviedo-Trespalacios, from the Centre for Accident Research and Road Safety Queensland, said the rules struggle to keep up with the pace of technology.
“All the vehicle standards are part of the Federal Government [legislation] so in Australia we don’t allow vehicles that don’t fit a particular standard,” Dr Oviedo-Trespalacios said.

Caixin/Markit PMI at 52.8, above expectations for a reading of 51.3 by

Nikkei Rebounds on Wall Street Gains, Yens Retreat
Japanese shares ended six straight sessions of losses on Monday after
the Japanese Yen retreated from a 4-1/2-month high against the dollar in
a short squeeze. Exporters got a boost as the Yen fell to a low of
106.40 Yen against the dollar, moving away from a high of 104.195 yen
touched on Friday.
Under the enhanced framework, the MAS will consider granting an additional full banking license to foreign lenders which substantially exceed its Significantly Rooted Foreign Bank criteria, the central bank said in a statement on Monday.
“This will enable them to have the same flexibility as Singapore-incorporated banking groups to establish subsidiaries, including with joint-venture partners, to operate new or alternative business models such as a digital-only bank,” the statement said.

In order to determine if the foreign bank substantially exceeds the criteria, the MAS said it will take into account factors such as whether a significant portion of global key appointment holders are based in the country, the creation of a substantial number of jobs or counting a local group as a major shareholder.
The MAS also said that the local subsidiary of Standard Chartered Plc is the first bank to qualify as an SRFB. Under the scheme, which was announced in 2012, Standard Chartered will be able to open as many as 50 places of business across the city state, of which 35 can be branches.
In a statement, Standard Chartered said it welcomed the move and would invest an additional S$5 million ($3.6 million) to boost talent development and re-skilling.
The bank will review its strategy “with a view to invest more and further deepen our presence in Singapore,” Patrick Lee, chief executive officer of Standard Chartered Bank Singapore, said in the statement.
The report showed that Euro Area Manufacturing PMI increased from 47.4 in June to 51.8 in July. Numbers above 50 show expansion. The return to growth is an encouraging development which may provide additional support to riskier assets.
