Metro Vancouver's rush hour congestion rated worst in Canada

Todd Litman of the Victoria Transport Policy Institute pointed out that one of those options would be the real time traffic updates offered for a fee by TomTom, which also gets a lot of publicity for publishing the index.
Litman doesn't dispute the data in the index, but pointed out it doesn't take into account the congestion avoided by people moving closer to where they work or choosing some alternative to driving.
The explanation for that, said Litman, is something he calls "convenience."
Litman also said the TomTom index doesn't reflect that during free flowing periods many people are speeding. He questions whether slowing down to the speed limit really qualifies as "congestion."
Litman also said one of the best ways to deal with congestion is road pricing or tolls but people dislike tolls.
"It demonstrates to me that even though everybody complains about congestion, they don't perceive the cost to be so big they actually want to change the system," he said.
He pointed to Stockholm, which put tolls on its bridges for a trial period that was initially very controversial. After about six months, the tolls were approved in a referendum.
That situation provides timely perspective on the heated opposition generated in Metro by a proposed 0.5 per cent increase in provincial sales tax to pay for transit and transportation in the region.

Clarisa Vidrio of Anaheim told KTLA News that she spotted 21 year old Garrett Smith sprinting towards the trunk of her neighbor's van around 11:30pm on Saturday before he bounced off and did a backwards somersault.
Distressed by the scene, she quickly got into her car and attempted to drive off, but a bloodied Smith erratically jumped on her bonnet.
Vidrio sped up in a state of panic and dethroned the unclothed rider by bumping into a parked van.

Proving her observations, a surveillance camera caught the unusual incident unfold.

Netflix pumps up new thriller
Here's an exclusive first look at the Netflix original series, Bloodline, premiering with all 13 episodes in all Netflix territories in March. Created and executive produced by Todd A. Kessler, Daniel Zelman, and Glenn Kessler and set in the Florida Keys, the series stars: Kyle Chandler ("Friday Night Lights"), Ben Mendelsohn ("The Dark Knight Rises"), Linda Cardellini ("Mad Men"), Sam Shepard ("The Right Stuff"), Sissy Spacek ("Carrie"), Norbert Leo Butz ("Dan in Real Life"), Jamie McShane ("Sons of Anarchy"), Jacinda Barrett ("Suits") and Enrique Murciano ("Without a Trace").
In Bloodline, when the eldest brother and black sheep of the Rayburn family returns home, he exposes the emotional demons that lie at the core of the family, threatening to tear them apart.
After scoring major hits with original shows like House of Cards and Orange is the New Black, Netflix plans to deliver its next batch of originals soon. The big budget historical epic Marco Polo arrives next month, and the family drama meets psychological thriller Bloodline will become available in March.
But while we provided some details about Marco Polo in this column already with more to come, we promise we barely touched on Bloodline. Heck, for a while the project was just referred to as which stands for the initials of the creators, Glenn Kessler, Daniel Zelman and Todd A. Kessler.
Since KZK is the team behind the celebrated Glenn Close legal drama Damages, this new project has started to generate some hype.
Bloodline also carries a certain set of expectations since it the result of a partnership between Netflix and Sony Pictures Television, the first deal struck between the streaming service and a major Hollywood studio.
But there still a lot of mystery surrounding this show, likely triggered by the recent release of a haunting teaser for the series, which features images of a burning boat while Chandler character, John Rayburn, says two sentences: not bad people. But we did a bad thing. Kessler, who recently phoned QMI Agency from New York for an exclusive interview. We also obtained some exclusive images to help piece everything together. IT ALL ABOUT FAMILY: The story follows the Rayburns, a hard working family in the Florida Keys community. In terms of the wording of the sidewalk ballot issue, if the property is to be assessed, I'm voting no. I don't believe properties are assessed when the streets are improved and to do otherwise represents a hidden tax to property owners who are already paying at least twice the assessment in street taxes. I do think it's a good idea to include sidewalks into the streets tax (0.5%), however.
The bankruptcy comments are purely fear peddling and Dixa is probably right. General fund (1.0%) money is generally not used to fix sidewalks. Sometimes the sidewalks are also replaced for water/sewer projects as well, which comes out of proprietary funds.

It also included assessing property owners for sidewalk work on their property. The monies spent towards Woodland Avenue wont come out of General (1.0%). It'll come out of streets (0.5%). Also, the extra cost of checking the water wont come out of taxes. it'll be paid for by customers out of surplus revenues and the associated "proprietary " funds. I've yet to see any of the "talking points", other than perhaps the health insurance increases, as having any real substance on the yes side of the debate. If the city couldn't afford to share the increase in expenses, they shouldn't have. We in the private sector don't have it that easy, and neither should local government employees.
I sincerely hope there's a much bigger margin than 2% for the next time they try to push an increase. It would also be nice to see something other than lapdogs as news reporters and media, but that's what we have.
My attendance in council and committee meetings is inversely proportional to the amount of trust I have too in terms of addressing the best interests of the people. What I can trust from this group is an erosion of freedoms.
