Following the meeting he set out a series of five figure payments and gifts to athletics projects and individuals, and appeared to suggest his father, then the IAAFpresident, would approve.
He writes that certain payments would be considered "as priorities in the President [sic] request for donations and assistance to federations, areas, council members, athletes/coaches" before setting out a list that included:
:: $16,800 for the High Performance Training Centre in Jamaica
:: $35,000 for the North, Central American Caribbean Coaches Association (NACAC)
:: $84,900 for "building HQ" for the African Athletics Confederation (CAA)

A spokesman said: "The entry phase for the 2006 IAAF World Cup included a conversation with Papa Massata Diack. After that Papa Massata Diack sent a draft contract without our knowledge. The draft was not signed. We did not approve his proposals. Diack didn't help Stuttgart win the 2006 IAAF World Athletics Final."
The IAAF said in a statement: "The IAAF was not aware of those specific attempts. Papa Massata Diack in his role as an IAAF Marketing Consultant had a responsibility to raise funds for the IAAF Continental Programme (Area Confederations) which was done through sponsorship."

Police are on the hunt for a man caught on surveillance video robbing a woman on a SEPTA bus.
Verna Void, 57, says she was on her way to get treatment for skin cancer back on June 12 and boarded a SEPTA route 38 bus. As the bus stopped at Broad and Chestnut Streets, police say a man who was sitting behind the woman got up to leave. As he exited the bus, the man snatched Void gold chain and cross from her neck and fled the bus on foot.
"I was just minding my own business and he just reached over,van cleef knock off necklace alhambra," she said. "He ripped it off my neck."
Void suffered a laceration on her neck due to the chain snatching. She says her injury required extra care since there was concern it could exacerbate her skin cancer.

Mount Pleasant teens accused in thefts
When a platinum, cultured pearl and diamond Tiffany necklace valued at more than $125,000 was taken from a Kiawah Island home Jan. 28, the victim wondered why the thieves didn't also take a matching $25,000 bracelet and an $8,van cleef arpels replica necklace,000 Rolex watch that were nearby.
Altogether, there were six homes burglarized on the island that day.
William Heyward McCants, 18, of Bennett Street, is charged with one count of first degree burglary and four counts of second degree burglary, said Charleston County sheriff's Maj. John Clark.
McCants was arrested Thursday and was being held in the Cannon Detention Center pending a bond hearing scheduled for today.
Isaac David Waters, 17, of Wando Reach Court, is charged with one count of first degree burglary and two counts of second degree burglary, Clark said.
Waters was arrested April 28 and released the next day on a 10 percent, $20,000 surety bond set by Circuit Judge Thomas Hughston. As a condition of his release,vca fake necklace, Waters is under house arrest and is prohibited from Kiawah Island, sheriff's detective Nick Wagner said. With this type of bond, his family was able to post $2,000 in cash to obtain his release.
The crime spree began with the two high school seniors taking a day off to attend a friend's funeral but deciding to go to Kiawah instead, Wagner said. McCants attends First Baptist High School and Waters attends Porter Gaud, Wagner said.
Waters has a parent who lives on Kiawah, the detective said. That is how they were able to get inside the gated community.

According to an incident report filed Jan. 29, the day after the break ins, the Tiffany necklace was among the $132,310 worth of jewelry and coins stolen from a house on Cormorant Island Lane. The complainant in that case was David Michael Waters, the father of one of the teens. Waters is not pressing charges, Wagner said.
Wagner said the boys were drinking that day and that they did a few burglaries, took a break, then did a few more. They drove around at first in a Land Rover, then switched to a Range Rover.
They took jewelry, liquor, golf clubs, electronics, briefcases, passports, silver dollars, coins, and collectibles, according to arrest warrants. From the five burglary victims who are prosecuting, there was more than $54,000 worth of items taken.
One of the boys was to turn 18 the next day, Wagner said. "They figured he would be able to pawn everything since he would be 18."
The day after the break ins, the jewelry was taken to Gold and Diamond Exchange, where the 18 year old walked out with $6,000 in cash, a check for $9,000 and a Rolex watch, Wagner said. Three sets of golf clubs were taken to an Edwin Watts golf shop,van cleef alhambra replica necklace, where they were traded in for a set of better clubs and some cash.
"They went out and partied the next day to celebrate the birthday and got drunk," Wagner said. "The boy drove his father's Range Rover home and he was so drunk he just tossed him the keys."
The father found a gun and other stolen items in his vehicle, Wagner said. Just a few hours earlier, he had reported his own place having been burglarized, Wagner said. "He realized what was going on."
The family contacted a lawyer who came to the Sheriff's Office on Feb. 3 and turned over some of the stolen goods, Wagner said.
According to the arrest warrants, the lawyer was representing Waters.
Detectives got warrants to search the vehicles and to collect physical evidence, including DNA and fingerprints, Wagner said. "We knew the family would not prosecute, so we had no evidence to go on except the physical evidence."
It took more than two months for results to come back, but late in April, a fingerprint taken from one of the crime scenes was matched with Waters, and he was arrested. According to arrest warrants, Waters then implicated McCants.
Attempts to reach attorneys for the two teens Thursday night were unsuccessful.

Thieves End a Sound Man's Hopes for Work in L
It's bad enough when the Grinch steals Christmas. But Sunday night, someone stole Richard Van Dyke's truck, clothes and whole livelihood.
It was raining at his mother's house on Dilling Street, so he didn't bother to unload his truck. The next morning, he awoke at 7, walked into the kitchen, looked out the window and discovered his truck was gone. "I knew immediately what it meant," said Van Dyke, who ran on fear all day Monday. "They didn't just grab my car, they took my life."
Gone along with Van Dyke's truck were two high end tape recorders, mixing panels,bracelet replica van cleef and arpels, microphones, boom poles and 20 walkie talkies in short, everything he needed to hire himself out as a feature film sound man.

"It took me eight days to drive out here," he said. "I passed on being with my family over Christmas and New Year's to earn a little money."
Now, he said, he has no money to get back to North Carolina and his trip west has turned into a nightmare. "I can't buy new equipment without getting work. And I can't work without new equipment. It's a huge Catch 22."
Van Dyke's sound equipment, which he said is worth $70,000, was insured. Unfortunately, Van Dyke said, a clause in the policy specifically excludes equipment left in an unattended vehicle.
His father, an insurance man who wrote the policy, feels terrible, but that's just the way they write those policies, Van Dyke said. He said he immediately contacted North Hollywood detectives, who were sympathetic about his loss but also realistic: "They told me I can kiss it goodby."
The empty U Haul trailer was found Tuesday in South Central Los Angeles. Van Dyke said detectives told him the truck probably will show up in a week, stripped and empty.
Van Dyke said he doesn't care about the truck, his clothes or the motorcycle. And he can even bear the loss of a Rolex watch that the director of "Casablanca" gave his grandfather, silent film actor Truman Van Dyke. But, he said, without his sound equipment he has no credibility with film companies. They'd consider him a novice.
