China and Russia pushed on Tuesday for talks to defuse the "confrontational spiral" between the US and North Korea after Kim Jong-Un stepped back from a planned missile strike near Guam.
The North Korean leader said he would wait and see how the United States behaved before deciding whether to execute the planned launch of four missiles over Japan towards the tiny US territory in the Pacific.

His remarks prompted joy in Guam, where officials described themselves as "almost ecstatic that Kim Jong-Un has backed off".
China said Tuesday that the North Korean nuclear crisis had reached a "turning point" and it was time to enter peace talks.
"We now hope that all the concerned parties, in what they say and what they do, can contribute to extinguishing the fire, rather than adding fuel to the fire," Chinese foreign ministry spokeswoman Hua Chunying said.
Chinese Foreign Minister Wang Yi spoke to his Russian counterpart Sergei Lavrov on Tuesday in a telephone conversation focused on "ways to get out of the confrontational spiral on the Korean peninsula", according to the Russian foreign ministry.
A ministry statement said both countries had "stressed the lack of any alternative to a political and diplomatic resolution" and called for "all the sides involved - with the support of the global community - to move towards setting up dialogue".
'DE-ESCALATING'
US Secretary of State Rex Tillerson said Washington was "interested in finding ways to get to dialogue" but stressed the ball was in Kim's court.
The US has long maintained that the North must show some tangible commitment to denuclearisation before official talks can begin - a pre-condition rejected by Pyongyang.
Kim's remarks about future US conduct were seen as a clear reference to large-scale military exercises held every year by South Korea and the United States that are expected to kick off later this month.
The North has always denounced the drills as provocative rehearsals for invasion and has in the past offered a moratorium on further nuclear and missile testing in exchange for their cancellation.
Some analysts said Kim was seeking a similar quid-pro-quo this time around, using the Guam missile threat as leverage.
"This is a direct invitation to talk reciprocal constraints on exercises and missile launches," said Adam Mount, senior fellow at the Center for American Progress.
John Delury of Yonsei University in Seoul said Kim was "de-escalating, putting Guam plan on ice" - at least for now.
The United States and South Korea insist their annual joint exercises are purely defensive, and cannot be linked to the North's missile programme, which violates a host of UN resolutions.
'FIRE AND FURY'
Tensions have been mounting since the North tested two intercontinental ballistic missiles last month, which appeared to bring much of the US within range.
Responding to the tests, President Trump warned Pyongyang of "fire and fury like the world has never seen", while the North responded with the Guam threat.
South Korean President Moon Jae-In weighed in on Tuesday, saying Seoul would avoid a second Korean War at all costs and stressing that "no one may decide to take military action without the consent of the Republic of Korea".

The decision to set the third “Alvin and the Chipmunks” movie on a remote island seems like a potential gift for cynical parents – if nothing else because of the increased presence of predators.
But alas, these rodents – spoiler alert! – survive for a fourth incarnation, which no doubt will involve the introduction of a smaller, cuter cousin. (Based on the template set by the Muppets, we don’t expect them to reach outer space until at least the fifth sequel.)
The name of the movie is “Alvin and the Chipmunks: Chip-Wrecked,” so at least you know what you’re getting into from the start. It’s an uninspired and instantly forgettable film. But it completely succeeds by its own standards: an 87-minute rainy-day distraction that will probably make a zillion dollars.
The Chipmunks and their female counterparts the Chipettes return, and so does Dave (Jason Lee), who was limited to a short cameo in the second movie. A cruise goes awry, and all of the above end up shipwrecked on the Island of Dr. Cliche, complete with a delusional castaway and an active volcano. We’re not sure which “Gilligan’s Island” episode this movie borrows from the most. Call it a 98-way tie.

LAUSANNE, March 9 (Xinhua) -- The International Olympic Committee (IOC) expects cycling's governing body UCI to step up its doping fight following a report into the sport's doping culture revealed the UCI colluded with and protected Lance Armstrong.
According to the Associated Press, Ugur Erdener, head of the IOC medical commission, said the IOC welcomes "the UCI's commitment to tackling past abuses and putting in place future processes."
The 227-page report, published after a year-long probe, criticized former UCI leaders Hein Verbruggen and Pat McQuaid for letting doping flourish and breaking rules and covering up for the sport's star rider.
UCI President Brian Cookson said Monday he will ask Verbruggen to give up his honorary presidency, while the IOC did not reply to questions over whether Verbruggen's honorary membership would be reviewed.
Erdener said "we trust that the UCI under the presidency of Brian Cookson will take even further measures as recommended by the report" and "we fully support the UCI in this respect."
Verbruggen insists he has nothing to be ashamed for.
"I'm not a criminal. I don't feel guilty of anything," said Verbruggen on Monday.

ROME, July 31 (Xinhua) -- Two humanitarian groups refused to sign a so-called code of conduct for maritime search-and-rescue NGOs drawn up by the Italian government, and this could have "consequences for the security of their vessels", the Italian Interior Ministry said Monday.
Humanitarian group Doctors Without Borders (MSF) and Jugend Rettet, a German youth NGO, did not sign. The Malta-based Migrant Offshore Aid Station (MOAS), Pro Activa Open Arms from Spain, and Save the Children agreed to sign.
Another three NGOs -- Sea Watch, Sea Eye, and SOS Mediterranee -- did not take part in the talks, Italy's interior ministry said in a statement released Monday evening. "Refusing to agree and sign puts those NGOs outside the organized sea rescue system, with all the concrete consequences that might develop, beginning with the security of the vessels themselves," the ministry statement said.

The Washington D.C.-based non-profit organization is leading a Chinese language education initiative called "1 Million Strong" which seeks to expand to 1 million the number of U.S. K-12 students learning Mandarin by 2020.
"We've definitely seen a lot of growth initially, when we announce the program (in 2015), there were somewhere around 200,000 Americans learning Mandarin Chinese. There are currently 400,000 learning Mandarin Chinese," said Jones, who speaks fluent Mandarin himself.
"For the first time across the nation, you saw Chinese instruction in elementary schools, middle schools and high schools... I think, it continues to grow," Charles Laughlin, East Asian Studies and Department Chair, University of Virginia, told Xinhua via phone.
"The most significant new aspect of this Chinese Fever, was that it went down to the level of primary and secondary school education," said Laughlin, who specializes in Modern Chinese Literature.
Chinese was categorized along with Arabic, Swahili and Icelandic as a "Less Commonly Taught Language" in the United States when Laughlin was in college in the U.S. state of Minnesota about 30 years ago,

NEW DELHI [url=http://www.cheapairmaxdeluxeuk.com/]Nike Air Max Deluxe Triple White UK[/url] , Aug. 28 (Xinhua) -- India's northern states of Punjaband Haryana have been put on high alert ahead of the sentencing ofself-proclaimed spiritual guru Gurmeet Ram Rahim Singh, who was onFriday convicted guilty of raping two women followers.
A multi-layer security ring has been thrown around Haryana'scity of Rohtak, where Singh is lodged in a jail, and in the state'sSirsa town, the headquarters of the Dera Sacha Sauda sect, with theIndian Army and para-military forces deployed alongside the localpolice personnel.
"Para-military forces are in charge of jail security andshoot-at-sight orders have been issued," Inspetcor General ofRohtak Police Navdeep Singh Virk told the media Monday morning.
Soon after Singh was convicted by a court of India's premierprobe agency, the Central Bureau of Investigation (CBI), hissupporters in the city of Panchkula Friday erupted in violence andclashed with police that left at least 38 people dead and over 300injured.
"This time, we are fully prepared to deal with any kind of lawand order situation. The CBI judge, who will pronounce the quantumof sentence, will be flown to Rohtak jail and his court will sitinside the jail only," Virk said.
Massive security arrangements have been put in place this time,in the wake of the High Court of Punjab and Haryana Saturday comingdown heavily on the ruling Bharatiya Janata Party (BJP) governmentand Haryana's Chief Minister Manohar Lal Khattar for failure tostop violence.
The High Court held the chief minister responsible for theviolence "for his political gains" and did not even spare IndianPrime Minister Narendra Modi, saying that he was the country'sprime minister and not the BJP's only.
But who actually is this spiritual guru and how he managed tocommand a follower base of over 60 million around the world?
The 50-year-old self-styled godman is chief of the Dera SachaSauda sect that describes itself as "a non-profit social welfareand spiritual organization." Based out of northern India, the sectruns 46 centers across India and the world.
Known as "Rockstar Baba," Singh is often spotted in shiny,colorful clothes and has performed in half a dozen music videos. Hehas also earned the nickname "Guru of Bling" because of hispreference for ornate jewellery. Of late, he has started acting infilms.
Over the years, Singh has presented himself as a social reformerby organizing cleanliness drives and blood donation camps. In 2010,the sect organized a mass marriage where more than 1,000 followers"volunteered" to marry sex workers.
"For years, chief ministers of both Punjab and Haryana, alongwith several other politicians of all parties, have vied forSingh's support for his huge follower base, just for vote bankpolitics. Singh also exploited them rightly," said Basab Gupta, apolitical analyst in Delhi.
"But this time, the long arm of the law has finally caught himfor raping two of his women followers some 15 years ago. And thepoliticians, belonging to both ruling BJP and opposition Congress,now have no other options but to toe the judiciary's line," headded.
Experts also attribute the rise of the spiritual guru to thefailure of the government of India, particularly in Punjab andHaryana, to make available to masses affordable healthcare andeducation even after 70 years of independence.
"Dignity, social support, medical help, and food security. Theseare precisely the things that the modern Indian state - at least inits HaryanaPunjab version - refuses to offer to the people," saidM. Rajivlochan, Professor of Contemporary History, PanjabUniversity.
"There are over 3,000 deras here, each providing the sameservices to the people - health guidance, de-addiction support,with a lot of dignity and all of it laced with a quirkyspiritualism," Rajivlochan wrote in the Indian Expressnewspaper.
Singh faces a minimum of seven years in jail for the rape. Andwhatever be the judgment, the political parties will have to acceptit, notwithstanding the fact that they might have to lose a largechunk of their vote base - Singh's followers - in future elections,analysts say. Enditem

ZURICH, Sept. 25 (Xinhua) -- The Office of the Attorney General of Switzerland (OAG) has opened criminal proceedings against President of the Federation Internationale de Football Association (FIFA) Sepp Blatter over suspected mismanagement and misappropriation, the OAG confirmed Friday.
OAG suspected that Blatter has signed an "unfavorable" contract with the Caribbean Football Union on Sept. 12, 2005.
There was also suspicion that in the implementation of the agreement Blatter violated his fiduciary duties and acted against the interest of FIFA andor FIFA Marketing and TV AG.
Additionally, Blatter was suspected of a disloyal payment of 2 million Swiss francs (2.05 million U.S. dollars) to Michel Platini, President of the Union of European Football Associations (UEFA), at the expense of FIFA, which was allegedly made for work performed between January 1999 and June 2002 ; this payment was executed in February 2011.
On Friday, representatives of OAG interrogated the defendant Blatter following a meeting of the FIFA Executive Committee. At the same time, Platini was heard as a person asked to provide information.
Furthermore, OAG conducted a house search at FIFA headquarters with the support of the Federal Criminal Police. The office of the FIFA president has been searched and data seized.
