Scott Backs 92 Percent e-Cigarette Tax to Curb Youth Use

Gov. Phil Scott on Thursday threw his support behind a 92 percent wholesale tax on Electronic Cigarette Wholesale, giving a boost to a proposal that has failed to get through the Legislature over the past few years.

The levy would bring an estimated $1 million into state coffers. But proponents portray the move as a public health initiative as surveys show more young people trying and regularly using electronic nicotine-delivery devices.

“Our kids must know the dangers of these behaviors, and we should stop it in its tracks,” Scott said in his fiscal year 2020 budget speech.Health advocates praised the idea. But the proposal was immediately panned by the American Vaping Association, an advocacy group that argues e-cigarettes are an effective stop-smoking option for adults.

“Gov. Scott was elected on the promise of making Vermont more affordable for its citizens, but apparently that pledge only extends to people who work in industries that he approves of,” said Gregory Conley, the group’s president. “Prior attempts at vapor product taxes in Vermont have sought to tax devices that don’t even contain nicotine, and if the same holds true in 2019, this will be the worst, most regressive vapor tax in the nation.”
E-cigarettes deliver nicotine via heated liquids rather than tobacco smoke. While some say e-cigarettes are a safer alternative to smoking, the devices are causing increasing alarm among health advocates due to increasing use among students in middle school and high school.

In his speech on Thursday, Scott transitioned from the opioid epidemic directly to e-cigarettes, which he called “another threat to public health.” Supplemental budget materials distributed by the Scott administration said use of e-cigarettes among Vermont youth “has increased sevenfold between 2011 and 2017.”

Scott departed from his well-publicized aversion to raising taxes to endorse an e-cigarette tax as a way to address the problem.

“I think you all know it’s not my first instinct to add a tax, but with a growing health risk for our kids, I’m proposing to levy the same tax as we do on tobacco products,” Scott said.

Vermont has a variety of tobacco taxes. A spokesperson later confirmed that Scott was referring to a 92 percent tobacco wholesale tax imposed by the state.

State Human Services Secretary Al Gobeille said the tax could be a “game-changer” to curb youth use of e-cigarettes. “This governor does not like taxes, but he’s also a dad,” Gobeille said. “This is one of those (taxes) even he supported.”

And while the state places a sales tax and a $1.60 per pack excise tax on a pack of 20 cigarettes, e-cigarettes don’t face an excise tax and other tobacco products, such as chew and snuff, are taxed at 17 percent of wholesale.More than half of Ohioans support taxing e-cigarettes like a pack of cigarettes, according to a 2018 survey by Ohio Health Issues Poll. Those numbers also represent bipartisan support, with 61 percent of Democrats and 56 percent of Republicans polled saying they favor placing an excise tax on e-cigarettes.There’s plenty of research that evidence-based policies drive down smoking, including increasing the price of cigarettes and tobacco products, said Amy Bush Stevens of Health Policy Institute of Ohio, which does research for state agencies and policy makers.“There’s definitely decades of research that shows the more you increase the price, the more you reduce tobacco consumption,” Stevens said.

Smoking also contributes to Ohio’s high infant mortality rate, Stephens said. The national smoking rate for pregnant women is 7.2 percent while the rate in Ohio is 14.4 percent, he said.

Sex Toy Award Is Restored by Trade Show After an Outcry Over Sexism

The country’s largest consumer electronics convention has restored an award that it had promised to give — but then rescinded — to a high-tech sex toy for women and gender-nonconforming people.sex toy manufacturer

The convention, CES, is held each January in Las Vegas to great anticipation. An appearance — and certainly, an award — at the show can give a company a crucial boost and help it attract investors.

That’s why the owners of Lora DiCarlo, a start-up based in Oregon, were gobsmacked in October when they were told that their hands-free personal massager, the Osé, would win an Innovation Award in the robotics and drones category — only to learn weeks later that the decision had been reversed.

In an open letter that spurred an outcry when it was published on the first day of the conference in January, the company’s founder and chief executive, Lora Haddock, accused the show of sexism and stifling innovation.
In initially rescinding the award, the organization that sponsors the show, the Consumer Technology Association, had cited a clause in the awards’ terms and conditions that disqualified products deemed “immoral, obscene, indecent, profane or not in keeping with CTA’s image.” Association representatives said later that the device did not fit into any product category.

In her letter, Ms. Haddock pointed out that the show had featured a sex doll and virtual-reality pornography, and accused the organization of having “an obvious double standard when it comes to sexuality and sexual health.”

The episode unfolded after other accusations of sexism against the male-dominated show. In 2018, it was criticized for not initially booking any female keynote speakers, for the second year in a row. Some companies also hire promotional models (often called “booth babes”) to attract attendees.

In reversing its stance on Wednesday, the Consumer Technology Association said it “recognizes the innovative technology that went into the development of Osé and reiterates its sincere apology to the Lora DiCarlo team.”

Jean Foster, the association’s senior vice president for marketing and communications, said in a phone interview that after the outcry about the Osé during CES, the organization realized it had made a mistake and reached out to Ms. Haddock and her colleagues. Ms. Foster said association officials recognized that they had unevenly applied rules barring sex tech companies.

The Mars 2020 rover has gained its robotic arm, with NASA fitting the SUV-sized robotic explorer with the primary tool with which it will perform experiments on the red planet. The custom milled aluminum wheels – each just shy of 21 inches in diameter – were put in place last week, mounted on a complex series of pivot points and struts. They allow the Mars 2020 rover to spin in place, traverse ruts and trenches as deep as its wheels are tall, and maintain traction across the planet’s soft sand and tougher rocky terrain.

The reason for that travel, of course, is to do scientific experiments and gather up samples, the latter which NASA hopes to retrieve and return to Earth on a later mission. Key to that is the main robotic arm, though the name doesn’t really do the limb justice. In fact, given its scale and articulation, it’s more akin to an elephant’s trunk.

It measures 7 feet long at full extension, and has five joints: the shoulder azimuth joint, shoulder elevation joint, elbow joint, wrist joint, and turret joint. Five electric motors are used to control it, but rather than a hand as you might recognize it, it’s topped with a so-called turret.

That’s a cluster of different tools, including scientific cameras, mineral and chemical analyzers, and a drill. With it, the rover can identify potentially interesting points from which to gather up samples. A selection of interchangeable 1-inch drill bits – for coring and more – will be onboard, so that the rover can take 1/2-inch diameter rock samples for testing.

The turret won’t be fitted to the arm until a few weeks time, the Jet Propulsion Laboratory team responsible for the rover says. There’s still time for that, mind. The rover isn’t expected to blast off from Cape Canaveral Air Force Station in Florida until July 2020.
