Actually hints, you might be surprised to find out Earthshaker had a decent rate. The main reason it was not used I think is just that folks did not think the weapon would be good at the moment. I remember Blizzard needing to actively nerf the weapon a couple of years back when some PVPer discovered about it's fairly large proc speed and used it for weapon pruning to get stuns so they killed the weapon from what it had been.
