Public Bidding Lax For Engineers Northampton County Exec Says All Contracts Are Competitive. But Some Political Donors Seldom Compete.

Northampton County Executive Glenn Reibman prides himself on the fact that he publicly advertises for bids before deciding who gets professional service contracts with the county, something he is not required to do.

But when it comes to hiring engineers, the Reibman administration may not have as competitive a process as other counties.

Because of the range of services and varying prices proposed by the firms that competed for the contract, it is difficult to determine which company was the low bidder.

As to when Van Cleef and Base Engineering were awarded their contracts, the details are fuzzy. Reibman and his staff, though, said they have created a paper trail so the public can scrutinize how they award professional service contracts.

Hickey said the two firms were probably told they were hired in August or September, but he said it might be difficult to find the letter sent to the firms. He said it's possible they were notified verbally.

In addition, Van Cleef and Base Engineering began working for the county months before any contracts were signed. Van Cleef, for instance, began work in October 1998 but did not sign a contract until the following June. Base began work about the same time but did not sign a contract until the following April.

Hickey said it took time for the county's legal staff to create the contracts because they did not have a satisfactory professional services contract leftover from Brackbill's administration.

The administration's lack of organization of bids and contracts was criticized in a report last year from county Controller John Schimmell who noted that, at times, contract documentation was missing because of clerical mishaps.

Hickey said they are working to correct such problems. Nothing was in place when (the Reibman administration ) took over, he said. It's been a constantly evolving process.

He and Reibman insist that Northampton is one of the few counties that publicly bid out professional service contractors. They say, Republican Bill Brackbill, the county administrator prior to Reibman, never had such a competitive process in place.

In some counties, they just give them out, Reibman said. They just call up whomever they want and say here's a job for you. We've changed the way that's done.

But Brackbill and officials from two neighboring counties Lehigh and Bucks say that is not quite the case.

Lehigh County officials say they, too, advertise publicly before awarding such contracts. Bucks County officials say they may not run an ad in the newspaper, but they solicit proposals from a number of firms and evaluate them before giving out contracts.

Brackbill said he followed a procedure similar to Bucks County's. He also said that his administration undertook very few construction projects. And he said with one of the major projects, a $9 million renovation to the county juvenile justice center, courthouse employees were asked to help with the selection of who got the contract.

Alvin H. Butz Inc., a construction management firm, won that contract. Brackbill said the company is the only one with a county contract that donated to his campaign. A Butz employee gave $500. The juvenile justice center project continued under Reibman's administration and Butz's employees have since given more than $6,500 to Reibman's fund.

And while Reibman's administration publicly advertised for the general engineering position, it did something that several other area counties don't do awarded long term, open ended contracts and routinely award projects to Van Cleef and Base without additional bidding.

State funding per contact hour to Tyler Junior College declined by more than 20 percent for most academic programs between the past two bienniums, according to an analysis presented Thursday by the college chief financial officer.

CFO Sarah Van Cleef,van cleef arpel fake necklace, who is also the college vice president for business affairs, presented an analysis of the state reimbursement rates per contact hour for TJC.

These rates form the basis of the state legislative appropriation to the college.

The analysis compared the changes in the reimbursement rates per contact hour in the past three bienniums, 2008 09,van cleef fake alhambra necklace, 2010 11 and 2012 13.

Sixteen contact hours equal one semester credit hour and a three credit hour class equals 48 contact hours, Ms.

However, during that same time period, the percentage of funded contact hours declined significantly.

In 2008 09, the state funded slightly more than 75 percent of TJC contact hours. In 2010 11, that dropped to about 69 percent. And, in 2012 13, that dropped to about 49 percent.

Therefore, the overall net reimbursement rate decreased in every academic discipline during that time period even thought the cost of instruction and materials did not, Ms. Van Cleef said.

This decline is not a new thing. With the state reducing its funding levels, colleges have had to place more of that funding responsibility on the students and the taxpayers, but there is a limit to what those groups can and will provide. If the college raises its tuition and fees too high, it will price itself out of the market, Ms. Van Cleef said.

She said these figures are just a tool for analysis. College administrators aren going to make decisions solely on a financial basis,van cleef arpels replica necklace, but that is a component of decision making, she said.

In other business, the board:

Approved the creation of a community health worker level 1 certificate program and a veterinary technician program. The next step is to gain approval from the Texas Higher Education Coordinating Board. The veterinary technician program would include an Associate of Applied Science and certificate programs.

His fine china and silver shop, a fixture on fashionable Rodeo for nearly 30 years, is four doors from the Van Cleef Arpels jewelry store where five employees were held hostage Monday."Nobody thought in terms of cost yesterday,van cleef arpels necklace," Orgell said. At the famed Giorgio boutique across the street and down the block from Van Cleef Arpels, the music was turned off Tuesday in sympathy for the victims.

"We are all in a state of shock," said Katy Sweet, Giorgio's spokeswoman. "These were people we knew. These were our neighbors. It's a horrendous tragedy."

Sweet said she, too, had expected a happy ending.

Tells of Shock

"In most of these situations that you read about, the police are able to talk the individual out and everyone comes out with their hands up," she said. "We were absolutely shocked at what happened."

Merchants acknowledged that the fear of robbery and security concerns are a fact of life on a street known for its extravagant wares.

"Something like this happens anywhere that you have precious articles,replica van cleef and arpels necklace, and jewels are as precious as anyone can find," Sweet said. "There is a concentration of fine jewelers on Rodeo, and it's a target."

Sergio Baril, manager of Fred Joaillier, which also deals in magnificent gems, said his store has had an elaborate security system for six years. Before that, the jeweler had been hit by a spate of robberies."We have more security than Van Cleef had," Baril said. "We have an electronic door, and we look at everyone before they come in. We have several security guards both inside and outside the store."

He said every employee carries a beeper that can set off an alarm in case of trouble, and the store purposely has an all glass front.

"We are like a fish tank. You can see everything going on inside the store at many angles," Baril said.

Van Cleef Arpels has only a few tiny display windows facing the street and the store interior is shielded from view. Thus, police were unable to see what was happening during the hostage standoff.

Don't Be a Hero

"The policy of nearly every store on the street is, if somebody like that comes in, don't be a hero," Orgell said. "The only thing you can ever do is let them take what they want and get out of your building."
