Herman Van imitation van cleef and arpels alhambra bracelet Rompuy deals EU blow to Alex Salmond's independence plans

Alex Salmond claim a separate Scotland would start life in the EU has suffered its most damaging blow yet after the president of the European Council confirmed new independent states have to apply from scratch.

Herman Van Rompuy said that if part of an existing member state became independent, it would be expected to go through the full accession process to join the EU.

He also appeared to reject Mr Salmond claim that negotiations could start while Scotland was still part of the UK and be completed before independence, saying that countries must be a state to even make an application.

Mr Rompuy intervention is the most damaging yet for the First Minister as the European Council consists of the heads of state or government of all the EU existing 28 members.

They would have the final say on if, when and how a separate Scotland would be granted membership. Any decision on these issues and whether to grant an opt out from the euro must be unanimous.

The Scottish Government White Paper on independence, published last month, said a separate Scotland would start life in the EU on the same terms as the UK, including staying out of the single currency.

It was undermined 24 hours later by Mariano Rajoy, the Spanish prime minister, who said a separate Scotland would be kicked out of the EU. Jose Manuel Barroso, the European Commission president, has also said new states have to apply from scratch.

However, the UK Government and opposition parties said last night the intervention of the body representing the heads of all EU member states meant that the Nationalists position was longer tenable

Although Mr Rompuy was asked about the situation if Catalonia decided to secede from Spain, he described the that would apply if part of any existing member state became independent.

Speaking at a press conference in Madrid, he said: new independent state would, by van cleef and arpels alhambra bracelet fake the fact of its independence, become a third country with respect to the Union and the treaties would, from the day of its independence, not apply anymore on its territory.

The White Paper argued that Scotland membership would be fast tracked using Article 48 of the EU Treaty. It said this would allow the existing countries to tweak the treaty to include Scotland instead of having to deal with a brand new application.

This would be much quicker than using Article 49, which the document said was the normal accession process the candidate country is seeking membership from outside the EU.

However, Mr Rompuy confirmed that Article 49 was the correct method of application and this could be used by European state that respects the EU principles.

Mr Salmond has claimed membership could be negotiated between a vote next September and actual independence in March 2016, but Scotland would not become a European state until it actually left the UK.

Alistair Carmichael, the Scottish Secretary, said: Scottish Government cannot go on burying its head in the sand on this important issue especially now they have had the hat trick of opinions from Van Rompuy, Barosso and Rajoy.

Patricia Ferguson, Scottish Labour's external affairs spokesman, said: "Alex Salmond's position on an independent Scotland's membership of the European Union is no longer tenable.

"The most senior officials in the European Union are contradicting his assertions yet bracelet van cleef alhambra copy he just sticks his fingers in his ears and asks people to ignore the facts.

Ruth Davidson, the Scottish Tory leader, said: independent Scotland wouldn call the shots in negotiating entry to the EU, nor would it get any special treatment. It would join the back of the same queue as every other country.

But a Scottish Government spokesman said the comments applied to Catalonia, not Scotland, and it was that membership could be negotiated in the 18 months between the referendum and day in March 2016
