Phillipsburg officials look to develop Union Square

Angela Knowles, a planner from Van Cleef Engineering conducted the survey.

"We don want someone coming in building things that folks aren going to be attracted to, isn going to be appealing them," said Knowles.

Also, activities on the Delaware River could look similar to the Riverwalk in San Antonio.

Ever seen a pair of original Ray Ban Drifters ? You would remember if you had. They are the size of welding goggles, with a shelf straight upper edge and side pieces like automatic parking barriers. You could easily use them as an escape raft if stranded on a desert island, which is perhaps where the name originates. Back in the middle of the 20th century, they were the epitome of travel cool.

Their glamour quotient lingers from the days when few of us could afford to travel. They are the absolute antithesis of work.

Furthermore, sunglasses have a strange ability to separate the wearer from the world something that, in many cultures, might be perceived as rude but in the developed Western world is cool. Because it lacks side pieces (which hadn't yet been invented), Handley dates this pair to the second half of the century, when people couldn't walk around in their sunglasses.

There is something rather marvellous about the thought of a Venetian strolling beside the sparkling lagoon more than 200 years ago, wearing these very specs. You can see the marks on the horn where it was hand carved. Others in the collection have homemade pads under the bridge, to stop sweat steaming up the lenses; a pair of tiny blue tinted discs from Britain, with velvet temple pads, was probably a stress reliever.

Dark glasses have always mutated with the demands of life and travel. The 19th century "D" model (which looked like mirror image Ds) was known as the "railway spectacle" because passengers conveyed in open rail carriages were martyrs to smuts and sparks as well as glare. Cycling glasses appeared around 1910, followed by motoring goggles. All of them used tinted glass, often in cobalt blues and sea greens, later in soft pinks, yellows and greys; black glass was rare until the 1950s and prior to that was the province of the blind.

"Until the early 20th century it would have been thought that you needed dark glasses for medical purposes," said Handley. "Then, as people started going abroad they found they needed sunglasses. I wouldn't be surprised if the Army issued them."

"Before that, the premium market [50 or more a pair] was tiny," he said. "People bought sunglasses for holidays and sun protection. Now the premium market is one million units a year."

Fashion aside, do we really need sunglasses? As pale, northern island dwellers, we know the sun we crave on holiday can harm the skin but can it affect the eyes as well? "UV radiation in sunlight can damage the lens in the eye and the cornea, which can be extremely painful," said Henri Obstfeld, director of the optical appliance testing service at City University, London. "And, with the disappearance of the ozone layer, the amount of UV radiation may be more than one thinks at times. The effects are long term and cumulative." Furthermore, he explained, pale irises more common in northern climes are less well adapted to dealing with intense light.

The good news is that most quality sunglasses sold in Britain conform to European standards (see below). Canal Commission Slams Power Plant

Seneca Lake, give or take 445 feet above sea level, rises and falls with the rains and with the seasons but also, with the work of human hands. How much of the lake level is human responsibility, however, seems continually in dispute, as at least one human group the Seneca Falls Power Plant is charged with keeping the lake levels steady. A recent letter to the Federal Energy Regulatory Commission by the NYS Canal Commission appears to support this accusation.

Each hydroelectric plant operates next to a lock, which lets boats navigate the canal system by raising and lowering the water levels. Seneca Lake, which is higher than Cayuga Lake, flows downhill to the lock and hydroelectric plant in Waterloo; the water flows from there to the lock and hydroelectric plant in Seneca Falls, and from there to Cayuga Lake, but Cayuga Lake waters join the Seneca River in the north end of the lake, then flow north through the Mudlock, toward Lake Ontario.

"I think the problem with the lake levels is that high waters cause erosion and lake shore damage," said Mary Anne Kowalski, of Seneca Lake Pure Waters.

Goebel's letter takes issue with the role of the canal commission in overseeing the hydroelectric plants, and disputes the plant's claims that they receive direction from the NYSCC on how and when to manage the lake levels. The letter also questions a claim by SFPC, that it is a member of the Oswego River Basin Lake Managers Group. In its project plan submitted to FERC, the power plant's mangers write: "As a member of the Oswego River Basin Lake Managers Group, SFPC frequently consults with the NYSCC in order to obtain information on surrounding hydrological conditions, the proposed timing of NYSCC's water allocation use at the project site, and its desires"

Not so, says Goebel: "The Oswego River Basin Lake Managers Group used in this and may other instances in the plan, does not exist. Further, the NYSCC does not provide input to SFPC that would influence SFPC's operation of the Waterloo and Seneca Falls projects."

SFPCCEO Scott Goodwin claims there's a lot more to lake levels than the power plant: the locks open and close for boat traffic during the summer, which plays havoc with water levels,replica van cleef and arpels white gold alhambra necklace, and further, says Goodwin, the plants shut down in the summer so they can't be affecting the lake levels then. As for how the power plant affects the lake levels, Goodwin said that opening and closing the locks on demand has more of an effect: "The first priority water right is for navigational locking. Goodwin said, in a letter addressed to the press: "A single lock cycle at Seneca Falls consumes approximately 5 million gallons of water. A lock cycle at Waterloo consumes about 1,650,000 gallons of water. Whenever Van Cleef lake water levels start to fall and move lower, the hydroelectric project opens the flows up to refill Van Cleef Lake (the sunken lake in Seneca Falls). The only place to take this needed water from is Seneca Lake. The irony of this matter is that the parties complaining of low water levels on Seneca Lake are the very boaters whose use of the navigational locks causes this problem."

As delivered by Johnny Depp, Rango the pet thespian's opening lines, actually, become "Smuh smuh smuh SMUH!" With all his terrarium's a stage, our monologue happy chameleon is doing vocal warm ups, yet Depp's eruptive effects are also a pitch perfect impression of Jack Lemmon's sinus clearing honking as the finicky Felix in Neil Simon's sublime "The Odd Couple."

In the current box office champ "Rango," this is more than sonic silliness. The animated film is a heartfelt valentine to Hollywood, and Gore Verbinski has just issued a sounding as distinct as a goose call: If you love film as much as I do, the "Rango" director is signaling, then gird your loins for more purloined cinematic references than you can shake a divining stick at.

And with the dearth of scorched earth water on this "Chinatown" cribbing desert, a divining rod is perhaps the just right tool, for this is a film about questing. A parched town (Dirt) seeks hydration. A lost lizard (Rango) seeks identity. And a filmmaker (Verbinski) seeks a few good savvy viewers who will indulge and appreciate his allusions to everything from "The Wizard of Oz" to "Apocalypse Now" to more Clint Eastwood movies than you can shake a cheroot at.

As "Rango" heads into its second weekend hoping to have legs (it debuted with a $38 million domestic take), it extends a bolder invitation than many animated films do: The film offers big screen nostalgia. To lift (and twist) a line from the animated adventure itself, in other words, it takes two to "Rango." And boy howdy,van cleef and arpels necklace sale replica, when it comes to this cinematic tango, does Verbinski know how to two step.

The movie allusions fly so fast and nefarious, I was sucking wind (for all I know, it was "Gone With the Wind") by the second reel. But here's the trick: Verbinski allows the story to flow like agua on its narrative merits, too "Rango" is sensical even if you have no filmic sensibility.

"Rango," in other words, passes what I call the "Schmidt" litmus test.

The Alexander Payne film "About Schmidt," as many may recall, is the 2002 film in which Jack Nicholson plays a retired and widowed Omaha actuary who hits the road in a motor home searching for a life he may have squandered. Nicholson received an Oscar nomination for his stellar performance, but part of the film's brilliance is also that it operates perfectly nimbly on two levels: The story unspools as a moving tale of an aging man, but on another level, "Schmidt" is a front to back ode to Nicholson's entire career, seemingly referencing with a twist (often subtly) every classic Jack performance. ("Cuckoo's Nest"? Check. "Five Easy Pieces"? Sure. "Easy Rider"? Absolutely.)

Although more scattershot in its references, "Rango" is equally deft at hitting its nostalgic targets on twin levels. And its Nicholson or the closest thing to it is the serape wearing Clint Eastwood, a links loving "Spirit of the West" who (spoiler alert) visits Rango like some Oscars toting Pale Rider beckoning from beyond. "Rango" is most certainly an ode to the spaghetti western as much as to Hitchcock, and I have a sneaking suspicion that Verbinski like us misspent part of his TV glued youth eating Pop Tarts while watching not only Kim Novak,replica van cleef lucky alhambra necklace, but also Leone's "Man With No Name."

It's fitting, then, that Rango is the role playing Chameleon With No Identity. Some critics have curiously accused "Rango" of being "soulless." The lizard may lack identity especially next to Ned Beatty's tortoise that channels John Huston, or Bill Nighy's gunslingin' snake that summons Lee Van Cleef but he is nothing if not soulful.

In so many ways, too, "Rango" is utterly its own animal. It doesn't resort to yukking and jiving like an "Alvin and the Chipmunks," and it doesn't see fit to squeeze in some sentimentality that Pixar has so mastered. Instead, "Rango" true to the spaghetti western strives first and foremost to be simply engrossing. (I watched the film in a packed theater half full with kids, and the most conspicuous sound was not giddy laughter or the squirming of boredom, but rather rapt and beguiling silence.)

And "Rango," thankfully, is also a very, very good film because it pays its cinematic debts respectfully, without drooling idol worship. When you tip your ten gallon to the Eastwoods and Leones, it's only fittin' that you do so with a proper reserve.

Several years ago, I met Clint Eastwood at an MPAA dinner. My internal monologue wanted to tell him how much his films especially his spaghetti westerns had profoundly sparked my cinematic fandom in boyhood. Instead, we chatted of both being San Francisco natives, of the natural beauty of the Bay Area, and in an aside, I politely said I was a fan of his work.
