Those that continued their programs, however — such as San Diego State University — are working to increase the supply by partnering with community colleges to shorten the length of time it takes earn a degree and the credential.

Dual-language immersion programs are gaining in popularity among English-speaking — and often more affluent — families as the workforce increasingly values bilingualism and research points to the academic benefits of such programs. True immersion programs typically begin in kindergarten, with only 10% of instruction in English and 90% in the second language, and gradually reach 50% for each language by the upper elementary grades.

Advocates for these programs argue students can become fluent and literate in two languages. But parents of English learners are sometimes less enthusiastic because they worry their children won’t learn English quickly enough. And in some urban areas, such as Washington, African-American parents have expressed concerns that the programs mean increasing gentrification that is pushing their children out of neighborhood schools.

Almost 40% of California’s K-12 students enter schools as English learners, according to the Education Next article, making the demand there especially pronounced. But other states are also experiencing shortages of bilingual teachers. One contributing factor is states’ licensing requirements often don’t match up, making it hard for teachers credentialed in one state to go where the demand is greater, according to a 2015 New America article about Connecticut’s efforts to address similar challenges. The state passed legislation that, among other provisions, reduced the time an out-of-state teacher could qualify to teach in Connecticut and allowed for 90-day temporary certificates in shortage areas.

A group of researchers at the University of Hong Kong have been working to track technical censorship on WeChat, using an innovative Web “scraping” system that captures millions of posts from the platform’s most popular public accounts and makes them available to others in formats that can be visualized, mapped and understood in the context of time.

Summarizing the WeChatscope project in a story for Global Voices, Marcus Wang and Stella Fan explained their approach:

“Our team tracked more than 4,000 public accounts covering daily news through our computer program which visits (and periodically revisits) published articles and records the contents. When the system sees that a post has disappeared, it is detected as censored. A copy of the post is then restored in the database and made available for public access.”

The most knowing delegates at this year's World Energy Congress, who met here this week, continued to worry about the US-Chinese trade war. It has slowed growth and placed the biggest drag on oil prices. At the same time, however, they were shifting focus to the more momentous and generational event of decoupling.

They saw it in the Liquified Natural Gas contracts that the world's fastest growing LNG exporter, the United States, wasn't signing with the world's fastest growing importer, China. They recognized it in the recent Chinese deal to take an equity stake in Russia's Arctic LNG 2 project taken by China National Petroleum Corp (CNPC) and China National Offshore Oil Corp (CNOOC).

Delegates also heard decoupling in the only four LNG vessels that have sailed from the United States to China this year, according to the US Census Bureau, down from 32 in 2018 and 23 in 2017.

LNG has transformed global gas markets dramatically in recent years, driven largely by significant demand in China and the rest of east and southeast Asia. However, in a market where financing is driven by long-term contracts, often even before construction begins, American suppliers are already gauging the potential costs, until recently unanticipated, of lost Chinese buyers.One can also see decoupling in the oil deliveries not made to China from the United States this year, even though the U.S. has become the world's largest oil and gas producer and a net exporter. Whereas US shipments of crude oil to China reached half a million barrels a day in summer 2018, they averaged only a third of that in the spring of 2019.

Though delegates had come here to focus on energy markets, the implications of decoupling have begun to touch almost all economic sectors, from aviation to automobiles, from finance to farmers, and from cell phones to semiconductors.

The tit-for-tat tariffs and accompanying Trump tweets have been driving markets all year, but what traders haven't even begun to price in is the longer term, structural impact of this decoupling and its particular danger to individual companies.

Wary that U.S. leaders fundamentally want to undermine their country's rise, Chinese leaders increasingly are dissuading or outright preventing their companies from dealing with American partners. Meanwhile, chastened U.S. companies are rethinking supply chains and relocating Chinese-based manufacturing.

If nothing interrupts this process, it will reverse 40 years of increased trade, financial and economic integration of the two countries. Other nations' companies won't follow the American lead but rather look to pick up lost U.S. opportunities among China's 1.4 billion consumers.

Encouraged by his trade advisor Peter Navarro, President Trump made his own decoupling druthers clear in a late-August tweet: "Our great American companies are hereby ordered to immediately start looking for an alternative to China, including bringing your companies HOME and making your products in the USA."

President Trump's trade policies are resulting in an economic slowdown that could endanger his re-election and thus his revived efforts toward a solution. Beijing remains eager to see the U.S. remove its tariffs. Trump administration negotiators continue to want China to commit to structural changes in how it does its business, ranging from intellectual property protections to state subsidies.

Dutasteride Linked to Adverse Sexual Side Effects

A new observational study supports a link between long-term Dutasteride powder treatment and sexual side effects, including worsening erectile dysfunction (ED) and reduced testosterone levels. Use of the 5-alpha reductase inhibitor (5-ARI) was also associated with several parameters of metabolic dysfunction, including increased glucose and hemoglobin A1c and lipid abnormalities.

The findings suggest that long-term dutasteride may harm men’s overall health, corresponding author Abdulmaged M. Traish, MBA, PhD, of Boston University School of Medicine told Renal & Urology News. “The increase in blood glucose and A1C may predispose men to diabetes and the increase in lipids may predispose them to NAFLD [non-alcoholic fatty liver disease]. Most importantly, this agent worsens sexual function and reduces quality of life.”
Using a registry from a single urology office, Dr Traish and colleagues compared data from 230 men (aged 47 to 68) taking dutasteride (0.5 mg/day) and 230 men (aged 52 to 72 years) taking the alpha blocker tamsulosin (0.4 mg) for lower urinary tract symptoms (LUTS) related to benign prostatic hyperplasia (BPH). Dutasteride significantly improved LUTS over 36 to 42 months, according to results published in Hormones Molecular Biology and Clinical Investigations. It reduced prostate volume, International Prostate Symptom Score, and PSA. However, the 5-ARI also was associated with increased blood glucose, hemoglobin A1c, triglycerides, and low-density lipoprotein levels over the long term. In addition, dutasteride appeared to increase liver transaminase activity and Aging Male Symptom score, which indicates inflammation and reduced quality of life.

The team also found reduced testosterone levels and worsening ED as assessed by the International Index of Erectile Function questionnaire. Investigators observed no such relationships in the tamsulosin group.“We have to re-think more seriously about the metabolic adverse effects of drugs that inhibit 5-alpha reductases and their negative impact on men’s health” Dr Traish said. “We strongly recommend that physicians discuss with their patients these potential serious adverse effects of long-term dutasteride therapy prior to instituting this form of treatment.”
