Others, like proposals in Maryland, would have called for a voter referendum.Most bills, however, treat the games as distinct from legalized gambling and impose a range of requirements like licensing and registration fees, taxes on revenues, independent audits, minimum age requirements and state oversight.Players in fantasy sports contests generally pick teams of real life athletes and score points based on how well those players do in games. The contests can be for free, as the season long variety often are, or can require entry fees and offer lucrative cash prizes, as the daily games tend to do.Spokespersons for DraftKings and FanDuel, the daily fantasy industrys largest companies, said theyre pleased with the progress so far.Its pretty amazing what we were able to accomplish in such a short period of time, says Peter Schoenke, chairman of the Fantasy Sports Trade Association, which hired about 65 lobbying firms across the country to advocate on bills in over 30 states. Its hard to pass legislation in the first year. Most of the time, its a multiple-year effort.But Chris Krafcik, a research director at GamblingCompliance Research Services, a firm thats been tracking the legislation, says the patchwork of differing state regulations taking shape could have serious implications for the relatively new industry.Fifty states with 50 different sets of regulations will likely give rise to compliance costs that the fantasy industry -- particularly smaller players -- will struggle to absorb, he says. We can easily imagine a future, cost-prohibitive market controlled by a small number of large players.Small operators say the new laws are beginning that winnowing process.The impact has been devastating. We simply cant afford the fees, says Rishi Nangia, whos considering relocating Syde, the daily fantasy sports company he co-founded, after its home state of Virginia imposed a $50,000 registration fee. So even in states where we technically won a right to exist, we are unable to offer our games.The industry also encountered pushback from anti-gambling activists, who complained proposed requirements to protect players from fraud, gambling addiction and other problems werent stringent enough.Les Bernal, national director for the Washington, D.C.-based Stop Predatory Gambling, said that in many proposals, audits are conducted by a third party hired by the company, which he argues amounts to self-regulation.The point of these online gambling bills is to give the appearance of regulation and create the impression this is being done on behalf of consumers, he said. BROOKLINE, Mass. Maillot Thauvin 2018 . -- Englishman Matt Fitzpatrick took a page out of Francis Ouimets book and advanced to the finals of the U.S. Amateur at The Country Club. With his 14-year-old brother on his bag and opponent Corey Conners of Canada sitting in the famous Vardon bunker along the 17th fairway, Fitzpatrick knocked his approach to 20 feet, then sank the birdie putt to win 2-and-1 on Saturday. Hell play in the 36-hole final against Oliver Goss, who beat fellow Australian Brady Watt 2-up in the other semifinal. A victory on Sunday would make Fitzpatrick the first U.S. Amateur champion from England since Harold Hilton in 1911. And he would do it at the course where Ouimet, a local amateur with a 10-year-old caddie on his bag, beat British pros Harry Vardon and Ted Ray in the 1913 U.S. Open in an upset that gave golf its first and biggest boost in the United States. "Its a nice position to be in," said Fitzpatrick, who along with Goss earned a spot in the U.S. Open and an expected invitation to the Masters just by making the finals. "But again, its not the end of the world if it doesnt come off tomorrow. There is worse things, so Im just giving it my best, and if I dont play well enough on the day, then thats that, really." The low amateur at the 2013 British Open, Fitzpatrick fell behind by two after four holes but turned it around with a 30-foot birdie putt on the sixth hole, tied it when he chipped in from 25 feet on No. 8 and then added another birdie on the 10th hole to take the lead. "I think that was sort of a bit of a turning point," he said. "Those three holes were the big change, really." Fitzpatrick took a 2-up lead into the 166-yard, par-3 16th hole, but he landed in the bunker while Conners put his drive about two feet from the pin and made birdie. Down one on the 17th tee, Conners drove into the same bunker that Vardon found during the playoff against Ouimet in the 1913 U.S. Open. His approach was short of the green, and the next shot was within a foot or two. But Fitzpatrick reached the front of the green -- about where Justin Leonard was in the 1999 Ryder Cup -- and made birdie to end the match. "He rolled in his 25 foot putt up the hill, which I was kind of expecting from what hed done all throughout the day," Conners said. "Any time he was in a difficult place where he had little chance of getting it close, he hit an unbelievable little flop shot or pitch shot and played right beside the hole.
