MONTEVIDEO, July 27 (Xinhua) -- The International Olympic Committee's (IOC) decision to allow each Federation to assess Russian athletes' eligibility for the Rio 2016, on an individual case basis, is a positive one, said the president of the International Swimming Federation (FINA), Uruguay's Julio Cesar Maglione, on Wednesday.
""I am very happy at the decision taken by the IOC which allows Russian athletes, with no trace of doping, to compete in the Olympic Games and I support this 100 percent,"" Maglione told local daily El Observador in an interview that was published on Wednesday.
Maglione, who is also the president of the Uruguayan Olympic Committee (COU), said ""clean and honest"" athletes, whatever country they come from, should participate in the Rio Olympics from Aug. 5 to 21.
""Those that have qualified and haven't tested positive in the drugs test should be there (in Rio) and if we don't let them participate we would be destroying human beings that have dedicated themselves with effort, sacrifice, devotion, vocation and joy throughout their sporting career,"" said the president.
Maglione, an honorary member of the IOC and head of the Pan American Sporting Organization (Odepa), questioned the World Anti-Doping Agency's (WADA) actions regarding the Russian case because ""it exceeded its rights and obligations.""
""WADA exists to monitor drugs in sport and to exert a role of scientific advice. However, it is not here to decide whether to eliminate a whole country. This has to be decided by the owner of the Games, which is the IOC,"" said Maglione who has been FINA president since 2009.

The finding comes on the same day as a separate survey by the newspaper Frankfurter Allgemeine Zeitung suggests that nearly half of Germans have not yet decided for whom to cast their ballots.
The SPD measured its highest level of support in three months at 24 percent (plus one percentage point) in the most recent Stern RTL Wahltrend survey conducted regularly by the opinion research institute Forsa. The CDUCSU were down by one percentage point, receiving the political endorsement of 38 percent of respondents.
The right-wing Alternative for Germany (AfD) party was able to sustain its level of support during the election campaign, increasing its voter share by one percentage point to a total of nine percent. The AfD was tied in third place with the Left party (Linke), which was also supported by nine percent (no change) of those polled.
The Free Democratic Party (FDP) held steady at eight percent while the Green party (Gruene) fell by one percentage point to seven percent.
In the category of whom respondents would elect directly as chancellor, Angela Merkel (CDU) continued to enjoy a comfortable lead over her rival. 50 percent (minus one percentage point) of those polled supported the incumbent German leader, compared to 23 percent (plus one percentage point) support for SPD leader and former president of the European Parliament Martin Schulz.
Merkel is seeking her fourth term as chancellor after having already held the office for eleven years. She has widely been predicted to emerge victorious for parliamentary elections scheduled for September 24.
A separate poll published in the Frankfurter Allgemein Zeitung on Wednesday raised the possibility of an unexpected upset in her campaign given the high remaining share of undecided voters.
The survey conducted by the Allensbach opinion research institute found that 46 percent of respondents still did not know whom to vote for roughly a month before the election. The figure marked the highest share of undecided voters recorded so shortly before an election in 20 years.
At the same time, the Allensbach researchers also noted that 45 percent of the respondents, more than ever since German re-unification, thought the election was already decided.

Bad weather hampered the search for any signs of the missing MH370 Thursday, after Australian Prime Minister Tony Abbot announced there were credible satellite images of at least two large unknown objects in the southern Indian Ocean.
Four aircraft from Australia, New Zealand and the US ended a frustrating day without having spotted the two pieces of flotsam, one 24 meters long, the other 5 meters in length. A Norwegian-registered merchant vessel carrying cars also arrived in the area to help, and Chinese ships are on the way to the area.
The search will resume Friday morning, the Australian Maritime Safety Authority said.
