MADRID， March 14 (Xinhua) -- A judge in charge of investigating the causes of a high-speed rail crash in Spain， on Tuesday decided to indict the former head of safety for Adif， the company in charge of Spain's railway infrastructure.

Andres Maria Cortabitarte， who was Adif's director of safety at the time of the accident， has been charged with being "presumed responsible for the crimes of homicide and injury through serious negligence."

He becomes the second person to be indicted in relation with the second worst rail accident in Spanish history.

Until now， the train driver， Francisco Jose Garzon Amo， had been the only person to be indicted in relation to the derailment caused by an excess of velocity as the train went into a curve at almost twice the recommended maximum speed.

"There is sufficient indication that， as far as Adif is concerned， not everything possible was done to reduce the risks，" the judge said in Tuesday's finding.

He said Adif had "not fulfilled its role in evaluating the inherent risks in the circulation， generating and tolerating a situation of risk which finally crystallized in the accident."

The judge considered the risk occurred due to the fact that the curve where the accident happened had to be taken at a maximum speed of 80 kmh， requiring a drastic reduction in speed following a stretch of track where the train traveled at 200 kmh.

Meanwhile the stretch of track close to the curve did not have automatic braking systems which would have operated automatically to slow the train down， had they been installed.

BEIJING, Jan. 31 (Xinhua) -- China announced an 82-athlete team for the upcoming PyeongChang 2018 Olympic Winter Games as the Chinese delegation was set up here on Wednesday.

Deputy chef de mission Yang Shu'an told reporters the Chinese athletes will compete in 55 events of 12 disciplines.

In Sochi, Chinese took home 3 gold medals, 4 silver medals and 2 bronze medals, placing 12th in gold medal tally.

For 2018 Winter Olympics, China's prediction foresees medals being potentially won in short track skating, figure skating and freestyle aerials skiing, with China also competitive in snowboarding and speed skating.

The 2018 Winter Olympics will open on February 9, feature 15 winter disciplines.

TRIPOLI, Jan. 31 (Xinhua) -- The Libyan city of Misurata on Wednesday demanded postponement of the return of internally displaced people of Tawergha to their city scheduled for Thursday.

The military council and the elders council held "concerned parties responsible for the wrong handling of the Misurata-Tawergha issue" in a joint statement.

The statement also slashed the announcing of the returning date without fully implementing the agreement, particularly in terms of "reconciliation, extradition, taking security measures, and compensation for all parties."

The statement demanded to postpone the return of Tawergha's displaced people until all the demands are met "in order to fairly and objectively treat this sensitive issue."

The statement also demanded an immediate halt to the ongoing construction work in Tawergha "as it might conceal graves and evidence that could lead to the fate of missing persons."

The UN-backed prime minister, Fayez Serraj has previously announced that Feb. 1 would be the date for the return of the internally displaced people of Tawergha to their city.

During the 2011 uprising, some residents of Tawergha allied with the forces of former leader Muammar Gaddafi against the rebels of the nearby city of Misurata.

After Gaddafi's regime was toppled, those residents, accused by Misurata of actively participating in the fighting against them, fled their homes to others cities in Libya. Since then, they have been internally displaced.

In August 2016, representatives of Tawergha and Misurata cities signed a UN-sponsored draft reconciliation agreement to allow Tawerghan refugees to return home.
