CLEVELAND, Ohio Cuyahoga County Commissioner Jimmy Dimora parlayed his job as a public servant into a private life of entitlement, prosecutors say.

The charges portray the commissioner in a poor light: He had sex with prostitutes, paid for by other people; he had sex with a woman who sought his help finding a job. He received free kitchen appliances from people seeking jobs and contracts. He gambled on trips paid for by multimillion dollar businesses needing his help.

An indictment unsealed Wednesday offers a portrait of a man with insatiable greed. As Cuyahoga County sank to the bottom of the poorest metro regions in the country, Dimora enriched himself on the backs of taxpayers, prosecutors say.

He got free limo rides for his family, talk of a job for his retirement, an Ohio State football jersey and a new roof over his patio, the indictment says. Over and over, people who wanted his favors paid for his world, according to the charges.

Catherine Turcer of Ohio Citizen Action, a public watchdog group, blasted Dimora for serving the public with his hand out.

"Who would even think to do this sort of stuff?" she said. "We're talking about a county that is very poor and cannot be taken advantage of."

In court Wednesday, Dimora denied the charges. He appeared adamant that he would fight them.

The indictment suggests that when some contractors went to Dimora for help, he was clear that he wanted something in return.

Consider these scenarios described in the indictment:

Ferris Kleem, a construction contractor, sought tens of millions of dollars in contracts from the county from 2006 through 2008. In exchange, he gave Dimora a refrigerator, a trip to Las Vegas with $5,replica rolex gold oyster perpetual datejust,000 in cash to gamble and $1,000 for first class airfare, the services of a call girl, limousine service in Las Vegas and discounts on a television and a Rolex watch.

In exchange, Payne wanted Dimora's help in the relocation of the engineer's office in 2003 and other office issues. The chief executive officer of a business seeking Dimora's assistance on contracts helped Dimora look like a charitable citizen at a Cornerstone of Hope fundraiser in 2008, the indictment says. The CEO provided the $3,600 that Dimora used to buy a framed jersey of former Ohio State University running back Chris "Beanie" Wells. The contractor also provided free and discounted work done on Dimora's home in the fall of 2007, according to the charges.

Contractor Steven Pumper, the former CEO of D A S Construction, gave Dimora $33,000 in cash, Cavs and Indians tickets and tens of thousands of dollars in free and discounted work at his home, including a grill area for his patio, a barbecue shelter, patio floor and a patio roof. Pumper also talked with Dimora about a retirement job with Green Source Products, a company linked to Pumper's family that specialized in green building techniques. Pumper pleaded guilty to bribery charges last year.

Real estate appraiser and Dimora friend Jerry Skuhrovec offered the commissioner a 3 gallon bucket of ice cream. Dimora said he would put it in his freezer with the other "donations," according to the charges. It is unclear from the charges what Dimora meant by those donations.
