Its the annual golf tournament that precedes the ceremonies, and while Brett waits his turn, he is asked to go back to Sept. 26, 1993 -- the day he hit his 317th, and last, home run.Refresh my memory, he says. No, wait, its coming back to me. ... It was a 10th-inning, two-out game winner against the Angels in Kansas City. High fastball into the balcony in right.Brett then hits his tee shot straight down the middle, and, as he drives off down the fairway, he shouts, Hey, that was my second homer of the game.After his round, he asks, Who did I hit it off of? Paul Swingle.Greg Swindell? It couldnt have been him. This guy was a right-hander. Yes, he was, but his name was Paul Swingle. S-w-i-n-g-l-e.Oh. I dont remember him. With the fifth pick of the second round of the 1971 draft, the Royals selected a shortstop named George Brett. Right after that, with the sixth pick, the Philadelphia Phillies also went for a shortstop: Mike Schmidt. They would become the greatest third basemen of their generation, making 25 All-Star Games between them.They went head-to-head in the 1980 World Series, won by the Phillies, and Schmidt would win three MVPs, two more than Brett. But when it came to their final home runs, Brett got the better deal.Schmidts was a two-run homer off Jim Deshaies in the first inning of a May 2, 1989 game at the Vet -- it gave the Phillies a 2-1 lead in a game they would lose 12-4. Together they hit 1,257 -- the other two came from Steve Filipowicz, a Donoran who had them for the 1945 New York Giants.The last one was hit by one of the men celebrated in this Cooperstown weekend, Ken Griffey Jr. It came on Oct. 3, 2009, in the bottom of the fourth inning of a game between the Rangers and Mariners at Safeco Field. Junior took Tommy Hunters 3-1 pitch deep to right field to give the Ms a 1-0 lead in a game they would win 2-1. Hes in the Hall of Fame for his hitting, baserunning and outfield play for the Kansas City Monarchs of the Negro Leagues. But he did play for the St. Louis Browns in 1947, and became the first African-American to hit a home run in the American League: an inside-the-park homer off future Hall of Famer Hal Newhouser of the Tigers on Aug. 13. A part-time groundskeeper named Richard Arndt caught the ball in the bleachers. Not knowing its future significance, he just wanted to give the ball to Aaron and maybe have his picture taken. But he was told that Aaron was busy and that he should hand the ball over. When he refused, he was fired.Later that season, Arndt tried to get Aaron to sign the ball, but the legend balked, saying the ball belonged to him. Over the years, Arndt entertained various offers for the ball, even some from Aaron and the Brewers. He finally sold it to a Connecticut portfolio manager for $655,000, a large chunk of which he gave to Aarons Chasing the Dream Foundation. (What, nothing for the guy who hung the slider? Drago says.)That ball is now on loan to the museum, in a third-floor exhibit called Hank Aaron: Chasing The Dream.As for the Williams ball, Billy had it once. I threw it in my baseball bag, he says. The next year, I was in Midland, Texas, looking at some hitters for the Cubs, and a kid asked me if I had any baseballs. That was the only one I had to give him.Barry Bonds, No. 762. Bonds hit two balls worth a lot of money. The first was the one he hit to pass Aaron, No. 756, an Aug. 7, 2007, homer off Mike Bacsik of the Nationals. It was caught at AT&T Park by college student Matt Murphy and sold to fashion designer Mark Ecko for $752,467.20 so that he could make a statement by engraving an asterisk on it. Thats now housed on the third floor of the HOF museum, in an exhibit called One For The Books: Baseball Records and the Stories Behind Them.The second was the last home run ball of Bonds career, a two-run homer off rookie Ubaldo Jimenez in the first inning of the Giants 5-3 win in Colorado on Sept. 5, 2007. (Rockies outfielder Matt Holliday actually asked that the homer be negated because of fan interference. You decide.)The fan who emerged from the scrum with the ball was Jameson Sutton, who put the ball in a safe-deposit box in the hopes that it would be Bonds last waltz around the bases. When Bonds retired without another home run, collectors predicted that Sutton would get as much $1 million for the ball.He sold it that offseason to an unnamed collector through SCP Auctions for $376,612. Sutton used the money to pay off the medical expenses of his stepfather, who had just died after a battle with lung cancer.That ball is not in Cooperstown. It was May 25, 1935, and the 40-year-old Bambino waddled up to the plate for the truly dreadful Boston Braves on a chilly Saturday afternoon before 10,000 curious Pittsburgh fans in Forbes Field. No longer wanted by the Yankees -- firewood had been stored in his spring training locker and No. 3 had been given to George Selkirk -- he signed with the Braves, who needed a turnstile draw.He came into the game batting .183. But in the first inning, he hit a two-run homer into the right-field stands off Red Lucas. That was 712. He gave the Braves a 4-0 lead with another two-run shot, this one off Guy Bush, in the third -- 713. The Pirates tied the score, but Ruth put the Braves back ahead 5-4 with an RBI single in the fifth. In the top of the seventh, with the home team back ahead 7-5 but the crowd behind him, Ruth took a mighty swing at Bushs 3-1 pitch ... and launched it clear over the right-field roof. No batter had ever done that in the 26-year history of the park: 714.In an article for the Society of American Baseball Research, Jack Zerby described the scene thusly: After rounding the bases in a 1935 version of his classic trot, Babe saluted the fans with a tipped cap, and then excused himself from the game. Sole access to the visiting clubhouse was through the Pittsburgh dugout. That complicated metric makes the Buffalo Bills quarterback look like one of the better quarterback bargains around.But while he might be better than you think, Taylor still isnt as good as he thinks he could be.To be one of the best -- if not the best -- to play this game, Taylor said last month in response to the question of what drives him. I think, with my skill set, if I maximize the potential that I have, I can definitely be remembered as one of the best this league has had.Is he crazy? Taylor isnt in anyones top 10 of current QBs. He has started 22 NFL games and thrown for 300 yards in none of them. Because he was behind Joe Flacco in Baltimore, he didnt get to start until he was 26 years old, and only when two guys in front of him on the 2015 Bills depth chart flopped.Yet Taylor, whose Bills take on the Seahawks in a Monday Night Football matchup in Seattle, is the guy Buffalo considers to be its franchise quarterback. Sort of.We feel like, if we have a good defense and a running game to support him, we can do kind of what Seattle did with Russell Wilson, Bills offensive coordinator Anthony Lynn said last week. He knows that the formula to win here may not be throwing for 400 yards per game. But when hes had people around him, he has made plays.The Wilson comparison has come up throughout the past week thanks to the Monday night meeting. For some, it fits because Taylors running ability is such a big part of his game -- as it was with Wilson prior to this season -- and because Wilson has always had a strong defense and run game to support him.The comparison falls apart, though, when you look at records. Wilson has won at the very highest level on a consistent basis for a number of years. He has elevated a substandard receiver corps. He has delivered in the fourth quarter -- an area in which Taylor has so far fallen woefully short. Comparing Buffalos defense in Taylors tenure to the defense Wilson has had in Seattle is ridiculous. But, at this point, Taylors ability to win with a high-quality defense is still a matter of speculation, whereas with Wilson there is proof.Theres a learning curve, and a year and a half into being a starter, hes still going through some things, Lynn said. But if youre able to move around, that gives you some time to figure some things out. Theres a lot of upside to him.The way Taylor is viewed inside the Bills building might not match up with the mezza-mezza perception the outside world has of him, but in a lot of ways its the only perspective that matters. Buffalo gave Taylor a new contract in the offseason that raised his 2016 salary over $9 million and established a series of option years beginning in 2017. If Taylor flops,, the Bills can walk away. You can see he has that veteran cool about him.Taylor agrees with the notion that spending his early years as a backup in a winning environment in Baltimore was a benefit to him. He says he learned a lot being around veterans like Ray Lewis, Haloti Ngata and Ed Reed (whos now a member of the Buffalo coaching staff) that prepared him to take advantage of his chance to start when it arrived.Watching those guys come to work every day with their mindset, even after years of being in the league, seeing what drove those guys made me better as a player, Taylor said. It encouraged me in the days when I thought, Oh, man, maybe the opportunity wont come.The Bills are pleased they gave Taylor his opportunity. The way they look at it, he works for them -- or would, if they could get their running back corps and wide receiver group healthy.Taylor has barely had Sammy Watkins, who missed three games last year then another six this year, and has played hurt much of the time hes been on the field. Taylor has also played the past couple of weeks without feature back LeSean McCoy. Robert Woods has been in and out. Keep in mind that Total QBR stat in which Taylor looks so good favors quarterbacks whose supporting casts are substandard. And while Taylors offensive line has actually performed well this year, the skill position group around him has been an injury-riddled mess.Tyrods going to be fine, Bills coach Rex Ryan said after a loss Oct. 30 to New England, in which Taylor was a somewhat miserable 19-for-38 for 183 yards but chipped in 48 yards and a touchdown as a runner. It seems like every week Im defending him, and I dont understand why.Its because Taylor doesnt give off the impression of a very good NFL quarterback, but there are numbers that say otherwise. In todays NFL, where there arent 32 perfect quarterback solutions, hes a better long-term solution for the Bills than you might think he is. AbstractObjective To assess the main risk factors associated with stillbirth in a multiethnic English maternity population.Results Multivariable analysis identified a significant risk of stillbirth for parity (para 0 and para 3), ethnicity (African, African Caribbean, Indian, and Pakistani), maternal obesity (body mass index 30), smoking, pre existing diabetes, and history of mental health problems, antepartum haemorrhage, and fetal growth restriction (birth weight below 10th customised birthweight centile). As potentially modifiable risk factors, maternal obesity, smoking in pregnancy, and fetal growth restriction together accounted for 56.1% of the stillbirths. Presence of fetal growth restriction constituted the highest risk, and this applied to pregnancies where mothers did not smoke (adjusted relative risk 7.8, 95% confidence interval 6.6 to 10.9), did smoke (5.7, 3.6 to 10.9), and were exposed to passive smoke only (10.0, 6.6 to 15.8). Fetal growth restriction also had the largest population attributable risk for stillbirth and was fivefold greater if it was not detected antenatally than when it was (32.0% v 6.2%). In total, 195 of the 389 stillbirths in this cohort had fetal growth restriction, but in 160 (82%) it had not been detected antenatally. Antenatal recognition of fetal growth restriction resulted in delivery 10 days earlier than when it was not detected: median 270 (interquartile range 261 279) days v 280 (interquartile range 273 287) days. We therefore explored the risk factors in pregnancies with normally formed singletons and estimated the respective contribution of these factors to the overall burden of stillbirth in our population.MethodsMaternity dataThe database was derived from the regional, NHSnet based perinatal episode electronic record (PEER) hosted and managed by the West Midlands Perinatal Institute.16 This electronic record was first implemented in April 2009 in the 19 maternity units in the West Midlands. For this study we used the data collected over a two year period, representing births between June 2009 and May 2011.The data originated from prospective records created in the standardised hand held maternity notes during pregnancy by the midwives and doctors.17 Trained data clerks in the respective hospitals transfer information from the notes on to the perinatal episode electronic record at the end of pregnancy. Quality was assured by central project staff through training workshops and regular on site data quality audits. The dataset contained 87 regionally agreed and defined data items,18 with information about maternal characteristics, including age, parity, ethnic origin, and maternal height and weight (expressed as body mass index); social factors, including employment status of the mother and her partner, consanguinity with the partner, and index of multiple deprivation; history of mental health problems, pre existing diabetes or hypertensive disease, or previous stillbirth; smoking status, alcohol consumption, non prescription drugs, folic acid intake, and time of first visit in pregnancy (the information for all these previous variables was usually recorded at the early pregnancy booking visit); complications in pregnancy, including gestational diabetes, antepartum haemorrhage, pregnancy induced hypertension, and pre eclampsia (defined as pregnancy induced hypertension with proteinuria); and fetal or neonatal characteristics, including sex, gestational age and weight at birth, and estimated weight during pregnancy. Gestational age was determined on the basis of routinely offered dating scans, which were carried out in the first or second trimester (The presence of intrauterine growth restriction was established on the basis of a birth weight below the 10th weight for gestational age centile, using the gestation related optimal weight standard (GROW),19 with coefficients derived from the West Midlands population. This method defines the fetal growth potential by excluding pathological factors such as smoking and diabetes, and individual adjustment or "customisation" for the baby's sex and the mother's height, weight, ethnic origin, and parity.20 21 A weight that is small for gestational age after such adjustment by growth potential has been shown to represent pathological smallness22 and is referred to as fetal growth restriction. We applied the 10th centile as the cut off, as it is in standard clinical use and has been validated through receiver operator curves as being close to optimal for predicting pathology by customised centiles.23The case notes were also examined for any recording of fetal growth problems. For this study we used the data collected over a two year period, representing births between June 2009 and May 2011.The data originated from prospective records created in the standardised hand held maternity notes during pregnancy by the midwives and doctors.17 Trained data clerks in the respective hospitals transfer information from the notes on to the perinatal episode electronic record at the end of pregnancy. State officials on Wednesday formally adopted new rules governing hydraulic fracturing in California, setting in motion some of the toughest guidelines in the nation for the controversial oil extraction practice. The full implementation of the law comes as the Division of Oil, Gas, and Geothermal Resources the agency charged with enforcing the rules faces increasing criticism from lawmakers over its failure to adequately oversee oil and gas operations. The landmark legislation greatly expands the volume of information about oil operations that will be publicly available. Implementation of the new law has also exposed impacts of oil production operations on air and water, drawing the attention of the state agency charged with protecting those resources.
It has particularly shed light on the intersection of California's extensive oil industry and the state's dwindling water supplies. Oil production generates large volumes of wastewater that contains oil and other chemicals and has been routinely injected into protected aquifers.
The new rules were released by DOGGR along with its environmental impact report, which may provide ammunition to drilling opponents. The three volume report concluded that fracking could, in a worst case scenario, "generate greenhouse gas emissions that may have a significant impact on the environment." The operations could also increase pollutants "to levels that violate an air quality standard or contribute substantially to an existing or projected air quality violation," the report said. Transporting crude from fracking could also expose the public to potential oil spills and accidents.

"Oil regulators can't protect us from oil industry pollution if they won't wait for experts to explain the dangers," said Hollin Kretzmann of the Center for Biological Diversity. "The state's weak fracking rules focus on notification and do almost nothing to safeguard California's air, water or public health."
Pavley said she was concerned that the state issued its environmental analysis before the science report. But she said the California Resources Agency assured her "that all pertinent findings in the scientific study will be taken into account.".
