DENVER — Law enforcement agencies in Colorado can aid Ukrainians in the war with Russia by donating surplus body armor and ballistic helmets to be sent overseas.The Colorado Department of Public Safety (CDPS) and Colorado Department of Military and Veterans Affairs (DMVA) announced the effort on Wednesday, when Gov. Jared Polis sent a letter to the law enforcement community.

As of Tuesday, the United Nations said more than 2 million people have fled Ukraine following Russia's invasion, which started on Feb. 24.

Polis said the donations will help save the lives of Ukrainians fighting for their country's survival.We have surplus body armor sitting on shelves, and we know that it can urgently be used to help stop Putin and save Ukraine,” Polis said.

Only law enforcement can donate materials — not the general public — to ensure the materials meet safety standards and are in serviceable condition.

The Indian Army has released an RfI for 80,000 ballistic helmets with 50% indigenous content. It is a requirement that the helmet weighing less than 2kg should incorporate tactical rails and night vision mounts. An infantry official said this ‘is a step in the right direction'.

The requirement is for lightweight materials to stop high-speed blast fragments and armour-piercing 7.62 x 39mm bullets from a distance of 10m.

An expert said, ‘Weight-to-protection ratio is not the only factor in brain injuries. Blunt force trauma and pressure dispersion are enormous challenges while designing these helmets.’

Stanislav Bilyi, a Ukrainian soldier who uses an SDF helmet, called a “Type 88,” expressed his gratitude to Japan during an interview with The Yomiuri Shimbun, saying that assistance from far-away Japan made him feel that the whole world is supporting Ukraine.

In March, Tokyo provided Ukraine with bulletproof vests and other SDF equipment at the request of Kyiv.

In Ukraine, where fighting with Russian forces is intensifying, young men have volunteered to join the military, and it appears that the SDF equipment has been supplied to such volunteer soldiers and others.

Bilyi, 30, volunteered for military service in late February, immediately after Russia began its invasion of his country, and received an SDF helmet at a military facility the following month. He is now serving on the front lines of combat in Kharkiv, where Russian troops have again ramped up their offensive. Bilyi said that he and his fellow soldiers have found the helmets useful as they wear the Japanese helmets in the trenches during artillery fire.
Ukrainian steel and mining group Metinvest sent the fourth package of its help to Ukrainian Armed Forces. It included 2,700 bulletproof vests and helmets, company’s statement on Facebook reads.

Ukrainian soldiers in Kyiv and Izium, Kharkiv region, has received the tactical items. In total, 4,000 of such sets have been sent to the combat areas in Ukraine.
As reported by GMK Center, earlier Metinvest announced it will donate 900 tons of steel for the production of approximately 80,000 bulletproof vests for Ukrainian Armed and Territorial Defense Forces. The company also bought 10,000 tons of bulletproof vests abroad. In total, 90,000 bulletproof vests will cover a significant part of military needs.

Earlier, Metinvest spent €10 million on protection items for Ukrainian Territorial Defense: body armor, helmets and first aid kits. The company also donated $500,000 for protective armor and first aid kits for the defenders of Zaporizhzhia, big South-Eastern Ukrainian city.

During the May 14 attack, the accused gunman wore a steel-plated vest, an armor strong enough to stop a handgun round fired by a store security guard who tried to halt the rampage.A law hastily enacted by state lawmakers after the attack restricts sales of vests defined as "bullet-resistant soft body armor."

Soft vests, which are light and can be concealed beneath clothing, can be effective against pistol fire. Vests carrying steel, ceramic or polyethylene plates, which can potentially stop rifle rounds, aren't explicitly covered by the legislation.

That has left some retailers confused about what they can and can't sell — and lawmakers talking about a possible fix.

"I know you said soft vests, but what about hard armor plates, plate carriers, or armors that aren't vests, but clothing that provide protection. Is that also prohibited? It is so vague," said Brad Pedell, who runs 221B Tactical, a tactical gear and body armor store in New York City. He said his store tends to sell more hard-plated armor than the soft type being banned.

With the toughest armor still allowed to be sold, "I'm not convinced that this legislation is very meaningful," said Warren Eller, a public policy professor at the John Jay College of Criminal Justice.Assemblymember Jonathon Jacobson, a lead sponsor of the legislation, told The Associated Press he would "be glad to amend the law to make it even stronger."

New York Gov. Kathy Hochul, a Democrat, is also aware of the need for changes, her office said.

"Governor Hochul was proud to sign the groundbreaking new law passed by the legislature to restrict sales of body armor, and will work with the legislature to expand the definitions in the law at the first available opportunity," it said.

Nationwide, there are few limits on sales of body armor. Before New York's law passed, Connecticut had one of the few restrictions. It only allows people to buy it from dealers in person, not via mail order.

Pedell says many customers at his New York City store buy the armor for their own protection.It's disappointing because residents are just scared, and they come to us because they are scared, and we offer help that makes them feel more confident, that they won't get stabbed or injured or potentially killed," Pedell said. "The fact (lawmakers) are taking that away, for whatever purpose they have in their minds, I find that really sad and unnecessary and morally wrong."

New York's ban is aimed at stopping criminals from gaining an advantage over peace officers, or security guards like Aaron Salter, who was killed trying to stop the gunman's racist attack on the Buffalo supermarket.

Of the shooters who killed four or more people in a public space since 1966, 12% wore body vests, said sociologist James Densley, a co-founder of The Violence Project, a nonprofit think tank with a database on mass shootings.

New York's law restricts sales of soft bullet-resistant vests to people who work in law enforcement and the military, plus people in certain other professions that require protective gear. The list of what types of jobs qualify someone to buy armor, and which don't, is still to be determined by state officials.

In Mesa, one Air Force veteran has been selling AR500 body armor plates and tactical vests out of the back of his truck.

"I’ve been doing it for about a month now," said Eddie Prest. "It’s very trying times right now, people are uncomfortable. I’m not profiteering off of that. This is something I’ve been planning on doing for a while."He has a pop-up tent, a faceless mannequin, and a folding table for his display of plates, which include the 'Trump 2020' logo, the Gadsden flag, and the American flag as options.

"The whole set-up with the vest and front, back and side plates is $450 out the door," said Prest, who took cash from one man and had another man pay him through an app, in a matter of minutes.

"Everybody has jacked up their prices right now. Everybody has supply and demand issues. I’m one of very few people that actually has plates," he said, noting he recently started 'State 48 Plates.' "I’m not trying to get rich off of this. I’m just trying to help people have a little bit of comfort."

[The industry] is backlogged. [Supply] is four or five months out," said Garrett Morris, who lives down the street in Mesa and has been looking to buy some AR500 steel plates online.

"I sell out almost every day," said Prest. "So I actually ramped up my supply as much as I could."

"I heard about it the other week from family that they saw somebody peddling AR500 out here, and I wanted some," said Morris.The 23-year-old though does not even own a real gun. Morris told ABC15 he was not buying it as a reaction to the recent politically-motivated violence.

"It’s going to be used in airsoft. Just for the weight, [for] now," he said. "And conveniently, if the world feels like coming to an end, I guess I’ll be set. But I don’t think that’s going to be an issue. I’m not worried about that."Body armor has become a common uniform at far-right rallies in Arizona and across the country.

"Are you worried about it being used for political violence?" asked ABC15's Zach Crenshaw.

"I would pray to God that they would never do that," replied Prest.

"I don’t do this to get people to arm up and do stupid things with the government. Like I said, I swore an oath to defend the Constitution versus all enemies foreign and domestic. And if someone is going to try and pull a military coup - that’s domestic terrorism. I don’t play those games."

Kevlar is a synthetic fiber Invented by Stephanie Kwolek in 1965 whilst working for the Chemical giant Dupont. She knew that atoms are the smallest part of a piece of matter or chemical element and that they have strong bonds. Now the atoms in what’s called a Polymer have VERY strong bonds indeed.
Organic ones are things like wool and silk and protein but human-made polymers are things like plastic. And when we melt and mold plastic polymers, those strong bonds help it to stay in whatever shape we mold it - permanently - like your computer or the remote control you’re holding!

Well Kevlar is a bit like thousands of stiff fishing nets all laid on top of each other. A fast-moving projectile like a torpedo will hit them and then all its power will be rapidly dissipated and dispersed through the nets causing the torpedo to slow down and never reach the target i.e. you! The same is true of an incoming bullet. The more layers of Kevlar the more likely it will protect you. But here are some things you MIGHT not know…

It’s not 100 percent effective at stopping bullets from a handgun. Kevlar jackets are also not so effective with bullets fired from Assault rifles because they are traveling three times the speed of sound, way faster than those from a handgun. And that speed can help the bullet breakthrough the layers of the Kevlar. So if you want protection from assault rifles you’ll have to have Kevlar plus a combination of thick metal plates or pieces of porcelain. Now you might call THAT a full, metal jacket! Because - it’s heavy!

And also because the jacket is made of fibers, if you wear it every day then after a few years it’ll wear out and need replacing - in much the same way you have to buy new socks and undies so why not new Kevlar?

Over the years since its invention, Kevlar has saved thousands of lives, particularly in Law Enforcement. And, sadly, it’s even being woven into school bags these days to help kids in the event of emergencies there too. An old industrial complex in the south-eastern Ukrainian riverside city of Zaporizhzhya has become a hive of activity for volunteers, ranging from body armor and anti-tank barriers to camouflage nets, portable heating, for Ukrainian soldiers fighting the invasion of Russia. Produces everything up to stoves and rifle slings. One class specializes in vehicles, some converting armor-plating, others into ambulances. The other organizes food and medicine distribution.

About 50 kilometers (30 mi) from the city, some sections of the operation, such as the tailoring of bulletproof vests, are operating round-the-clock to meet demand. The crowdfunding has brought in enough money from Sweden, Finland and Belgium to buy steel that is lighter than local steel, organizers say, an important quality for body armour.

The operation is the brainchild of local celebrity Vasil Busharov and his friend Henady Vovchenko, who ran a furniture-making business. They named it palinitsia, a type of Ukrainian bread whose name many Ukrainians say cannot be pronounced properly by Russians.The operation relies entirely on volunteers, who now number over 400 and come from all walks of life, from tailors to craftsmen to lawyers. In addition to those involved in the production, there are also drivers delivering humanitarian aid and medical equipment purchased through the donated money.

“I think I’m needed here,” said 52-year-old fashion designer Olena Grekova, taking a brief break from marking up clothes for vets.

When Russia invaded on February 24, she was in Thailand to seek inspiration for her spring collection. Initially, she said, she wondered if this was a sign from God that she should not return. Her husband and two adult sons urged her not to do so.

She had known Busharov for years. Coming home on 3 March, she gathered her equipment the next day and was in Paliantsia until 5 March. She is working there every day once in a while, sometimes even at night.

From designing a backless ballgown to creating a functional bulletproof vest was “a new experience for me,” Grekova said. But he sought feedback from soldiers for his designs, which feature armor plates. Now she’s helping to design several versions, including a prototype summer vest.

In another section of the industrial complex, 55-year-old Ihor Pritula was busy making a new camouflage net, winding pieces of dyed cloth through a string frame. A furniture maker by trade, he joined Palianitsia at the beginning of the war. That said, he had some military experience, so it was easy to get feedback from soldiers about what they needed.The call for volunteers ended as soon as the war began. Bushrov announced his project on Facebook on February 25. The next day, 50 people came. “150 people the next day, 300 people the next day. … and all together, we try to defend our city.”

In the event of Russian troops advancing on Zaporizhzhya, he began to make Molovov cocktails. In 10 days, he produced 14,000, he said. They then began to produce anti-tank barriers known as hedgehogs – three large metal beams joined together at angles – used as part of the city’s defences. Soon, Bushrov and Vovchenko said, they discovered a more pressing need: There weren’t enough bulletproof jackets for Ukraine’s soldiers.“I was not really attached to the army at all,” said Vovchenko. “It took two days and three sleepless nights to understand what needs to be done.”

The team studied different types of steel, made plates and tested them to check bullet penetration. Some didn’t offer enough protection, others were too heavy to be functional. Then he had a success.

“It turns out that the steel used for car suspension has very good properties for bullet penetration,” said Vovchenko, standing in front of four shelves of test plates with varying degrees of bullet damage. The car’s suspension steel one was hit by dozens of bullets, but none penetrated.

Vests and everything else made in Paliantsia are provided free of charge to soldiers who request them, as long as they can prove they are in the army. Each plate is numbered and each vest has a label indicating it is not for sale.
