Troopers were unsure of what to expect from the van, which had tinted windows. The video shows them ordering the driver and each passenger out of the van one at a time, asking them to walk backward away from the vehicle with their hands up.

Miscommunications also complicated the situation. The video shows one trooper asked a chaperone, "Who has the gun?" She responded, "I don know. You have to check."

After the vehicle was cleared, the troopers discussed what to do next, the video shows. One said they have to explain to the teenagers "the reason why they were all taken out and handcuffed at gunpoint."

One of the students, Jelva Robinson, 18, said Thursday: "They didn say I sorry this happened, were sorry that we did this to you. It was just it done, goodbye.

Lewis said while it was "a regrettable incident," he believed the troopers "did an outstanding job.
