Cooper City Official In Plea Deal
A key figure in the Cooper City Building Department kickback scandal on Monday agreed to plead guilty and testify about his employer's role in the shakedown of a local homebuilder.
Building inspector Ronald Oldakowski agreed to plead guilty to two counts of conspiracy, one count of bribery and one count of extortion, as well as testify against city Building Official Glenn Russell.
Oldakowski's attorney, Hilliard Moldof, was unavailable for comment. District Judge Wilkie D. Ferguson.
The third defendant in the scheme, private homebuilder James Socci, of Fort Lauderdale, is dying of pancreatic cancer and will not be tried. Socci hasn't officially entered a plea, but is offering limited cooperation from his deathbed, said attorney David Bogenshutz.
Russell's trial is tentatively set to start on Nov. 16.
This is the case of last man standing,'' said Russell's attorney Fred Haddad.
The government's case is built in large part on informant Robert Curbelo Jr., a west Kendall homebuilder who approached the FBI and offered to work undercover to stop the shakedowns. Oldakowski and Socci are captured on all of the video and many of the audiotapes.
I figured these two guys [Oldakowski and Socci) were going to roll over all along,'' Haddad said. Those tapes are so strong. Any jury that sees those are going to be so angry.''
Curbelo was developing a 33 unit subdivision called Natalie's Cove that had been the focus of several building and zoning complaints and routine follow up hearings and inspections.
According to court records, van cleef replica necklace wholesale, Oldakowski approached Curbelo in September 1997 and told him to pay Socci $5,000 for preinspection'' assistance to guarantee future hassle free inspections, even though Socci worked for a competing Cooper City homebuilder.
Curbelo made a partial payment of $3,000, and Socci examined some of the units. But by March, City Hall was holding up key approvals until Curbelo paid the full $5,000, the feds say.
During a City Hall confrontation in March _ which is not on tape _ Curbelo said Russell intimated in front of several employees that the builder should be putting on his knee pads'' and performing oral sex to get the approvals. He also said that later, Russell took an expensive Rolex watch and Mont Blanc pen from Curbelo; he eventually returned the watch but kept the pen.

Several subsequent shakedown meetings were audiotaped and videotaped at Curbelo's job site office in April and May, including one at which Oldakowski explained that it would take $10,000 to pass inspections without further trouble.
The FBI followed Socci on May 4 as he took $10,000 from Curbelo and left for his own job trailer. A few minutes later, Oldakowski showed up at Curbelo's office and told him on tape that all the money was going to Russell. Then Oldakowski went to Socci's trailer.
The surveillance ended on June 1 after Russell frisked Curbelo in search of a hidden microphone, and later warned by Oldakowski never to discuss their arrangement at City Hall because the walls have ears.''
Oldakowski, who earned $45,303 a year, and Russell, van cleef and arpels butterfly knock off necklace, who earned $76,000,van cleef replica necklaces, have been suspended without pay since their arrests in mid June. Cooper City officials said on Monday they are unsure what Oldakowski's guilty plea _ rather than a jury conviction _ would have on his job status. City Manager Chris Farrell said he will be discussing the latest developments with the city's labor lawyers.
If that's his decision, I'm disappointed in him,'' Farrell said of Oldakowski. It's a situation . . . which the city regrets being in. It's just a sad state of circumstances'' that will affect many people's reputations. It's a shame.''
