CAIRO， March 9 (Xinhua) -- Egypt's annual inflation rate rose to 31.7 percent in February， up from 29.6 percent in January and 23.27 percent in December， the Central Agency for Public Mobilization and Statistics (CAPMAS) said in its monthly report released on Thursday.

It is the highest inflation rate since the Central Bank of Egypt (CBE) allowed full floatation of the local currency in early November to contain the shortage and rising exchange rate of the U.S. dollar， a move that has led to price hikes in almost all basic commodities in the most populous Arab state.

According to the CAPMAS report， the prices of food and beverages jumped 41.7 percent year-on-year in February， while grain and bread rose 58.7 percent， beef and poultry 34.6 percent， fish and seafood 40.3 percent， cooking oil 76.6 percent， fruits 36.1 percent， vegetables 34.1 percent and sugar and sugar-related products 44.7 percent.

Over the same period， prices for transport rose 28.4 percent; hotels and restaurants， 31.3 percent; and cultural and entertainment activities， 17.2 percent.

The CBE said in January that Egypt's total foreign debt increased by about 4.4 billion U.S. dollars to 60.2 billion dollars， representing 16.3 percent of the country's gross domestic product.

Egypt's total domestic debt rose to 2.758 trillion Egyptian pounds (about 156.3 billion dollars) as of the end of September 2016， up from 2.259 trillion pounds (about 127.5 billion dollars) a year ago.

In addition to currency floatation， Egypt has adopted a three-year economic reform program including austerity and fuel subsidy cuts.

The program was supported by a 12-billion-dollar loan from the International Monetary Fund， with the first batch of 2.75 billion dollars delivered in November 2016.

Over the past few years， Egypt has been suffering an economic recession due to political instability and relevant security issues that led to the decline of tourism， foreign currency reserves and foreign investments.
