"The Secretary-General regrets this development deeply, considering the major U.S. role in UNESCO since its founding," Guterres' deputy spokesman Farhan Haq said in a statement.

The U.S. government announced on Thursday that it would withdraw from UNESCO, after years of America distancing itself from the UN organization because of what it called the group's "anti-Israel bias."

Chinese authorities said they will earmark a 10 billion yuan ($1.5 billion) special fund to support the country’s “Made in China 2025” initiative, the Xinhua-run Economic Information Daily reported on Oct. 12.

The money will be used to boost innovation in the manufacturing sector, strengthen industrial chain coordination, build a generic technology services platform, and carry out an insurance program for the application of new materials, the Ministry of Industry and Information Technology (MIIT) said in a recent notice.

An estimated 25 projects will be financially supported, including Internet of Things, new materials, smart appliances, high-end consumer electronics, industrial information, and security control and infant formula quality control, the MIIT disclosed.

Each project will get from 30 to 50 million yuan of financial support, industry authorities said, and key projects will receive over 100 million yuan for development. Industry and information technology departments at all levels across the country have unveiled plans to offer financial assistance to key projects in their provinces.

For instance, starting from last year, Guangdong has invested over one billion yuan into robotics, rail transportation, biomedicine, integrated circuits, and intelligent equipment.

The MIIT has signed an agreement with the National Development Bank (NDB) to aid pilot projects that are preferred by the market. The NDB has pledged that it will offer no less than 300 billion yuan of financial support to the “Made in China 2025” initiative from 2016 to 2020.

Many enterprises have started to apply for the fund. A person in charge of an integrated circuit company said that the financial support from the Central and local governments will help them attain technical achievements and promote industrialization.

ACCRA， April 14 (Xinhua) -- Ghana's security services have been put on high alert， especially along the frontier with Burkina Faso， following what they described as confirmation of fresh terror attack threats on the country.

An internal memo from the country's security outfit said the authorities had received an alert from Cote d'Ivoire dated April 9 that "a possible terrorist attack on the country is real".

According to the National Security Council (NSC)， the alert was based on revelations by an alleged Malian terrorist being interrogated by security agencies of Cote d'Ivoire， which indicate that Ghana was on their target list.

The terror suspect was arrested after the attack on seaside resort of Grand-Bassam in Cote d'Ivoire last month.

The suspect said the planned attack on Ghana was to erase the erroneous impression that the terror attacks were only targeted at Francophone countries.

"You are to conduct thorough profiling of all persons arriving from the perceived high risk countries within the region (Libya， Niger and Mali)，" the alert instructed security services， especially those along the country's border with Burkina Faso.

In a statement on a regional radio station on Thursday， President John Dramani Mahama urged Ghanaians not to panic over the alert.

"We need the alertness of the public; the public needs to be more alert today than before; if you see any strange person， any strange movement， you just need to report to the security services，" said the president.

"We must deal with this without creating panic amongst our people，" he added.

Gunmen in January attacked the Cappuccino Restaurant and the Splendid Hotel in the Burkinabe capital， Ouagadougou， with fatalities reaching 30.

Later in March， another group of gunmen opened fire at the Grand-Bassam Resort in Cote d'Ivoire， killing at least 22 people. Al-Qaida in the Islamic Maghreb (AQIM) claimed responsibility for the attack.
