Power restoration efforts

As power outages in some areas across the state approach the one week mark following Hurricane Sandy, Connecticut politicians are growing increasingly vocal in their criticism of the state's two largest electric companies.

The United Illuminating Co. has said it expects to have power restored to most of its 325,000 customers by Monday. Connecticut Light Power is projecting it will achieve that goal the following day for its 1.2 million customers.

But those assurances aren't sitting well with some state and local political leaders. Having seen the state experience large scale power outages for a week or more two years running, some are suggesting that the performance of the two power companies in the wake of Monday's storm isn't any better than in 2011.

State Sen. Ed Meyer, D Guilford, on Friday lashed out at CL necklace cartier knock off over his frustration with the utility's efforts to restore power to residents of Branford, Guilford and Madison. "I know UI is making every effort it can to restore power to its customers but it must do more," Blake said. "The time for planning is long behind us. We need answers and we need results now."

UI has committed to Blake that it will have reduced the outages in Milford to just 5 percent of the utility's 26,533 customer by the end of today. (The number was at about 14.3 percent as of late Saturday evening.)

Others airing public criticism of the two utilities' restoration efforts include Sen. Richard Blumenthal, D Conn., and Bridgeport Mayor Bill Finch, who said he was "sick and tired of Bridgeport being shortchanged," by UI in terms of restoration.

A statistical measurement on how the performance of CL and UI measures up to last year's storm is not yet available. Michael West, a UI spokesman, said data showing how day by day the percentage of UI customers that were without power in the aftermath of Hurricane Sandy compares with last year's storms could be available late this week.

Mitch Gross, a CL spokesman, said there are some numbers that show CL is doing a better job this time around.

"With Irene, the first 24 hours after the storm passed, we had commitment for 300 out of state crews, Gross said. "Within the first 24 hours after this storm, it was 1,000."

CL expected to have 2,000 out of state line crews helping out by Saturday. Some of those crews include linemen from Public Service Company of New Hampshire and NStar, which, like CL are owned by Northeast Utilities.

"Part of our success was planning and part of it was timing," Gross said. "We cast a wider net this time, looking to Midwestern utilities for assistance."

Not all politicians have been as critical.

Madison First Selectman Fillmore McPherson said he and other town officials have noticed an improvement in CL performance over last year.

"On the first day after the storm, they had three of their crews out with our public works people," McPherson said. "There have been more trucks coming out here than there were last time."

But Meyer said he has seen service trucks parked along the road, "not doing anything because in both instances CL has been unable to give crews specific assignments."

"I'm afraid CL has not learned their lesson," Meyer said.

Noncompliance with PURA's performance standards could result in PURA levying penalties of up to 2.5 percent of an electric or gas company's annual distribution revenue. In CL case, that's approximately $25 million. The penalties would be assessed as a credit on customer bills, and would not be recoverable by the utilities through increased rates.

In addition to the PURA assessment, Gross said officials at the utility will do an internal review of the company's performance once power is fully restored to all of the utility's customers.
