Pigott and Haydon have great plans

Decisions are being made now that by the year 2000 will alter the look of the Ottawa area.

While representatives of some local municipalities are more concerned with transitway extensions and new arterial roads in the next 14 years, a powerful triumvirate has other thoughts in mind.

National Capital Commission chairman Jean Pigott, regional government chairman Andy Haydon and Ottawa Mayor Jim Durrell talk about the need for all three levels of government to work together in an effort to make all Canadians proud of their capital. The three have mulled over their ideas at private meetings over the last year and predict exciting times for the area, particularly for Ottawa's downtown.

The first of many major plans, the $5 million facelift of the Sparks Street Mall, is expected to begin next spring and take about four months.

But the Sparks Street redevelopment is small potatoes compared to other proposals.

Durrell says Ottawa shed its "cocoon image" when the Rideau Centre opened in 1983: "The Rideau Centre was the catalyst that forced tremendous change."

He isn't joking when he talks about his plan to turn King Edward Avenue into a Champs Elysees style boulevard, a project he says will take 20 to 25 years to fully complete.

He sees his "Champs Elysees" complemented by a larger Byward Market, which he says will expand all the way to King Edward Avenue.

Another Durrell proposal is that the transitway's downtown link be a tunnel stretching along Albert Street between Bronson Avenue and possibly Nicholas Street.

Durrell sees an underground city of retail shops being developed at least along part of the transit tunnel.

The NCC will continue to jealously guard its properties and parkland in order to develop or preserve them for the benefit of all Canadians, she says.

LeBreton Flats, one of the last vacant pieces of downtown property, will be developed with national and cultural themes in mind, she says. So would Victoria Island, Brewery Creek and Jacques Cartier Park in Hull.

One of her ideas for the LeBreton lands or perhaps Victoria Island is a series of pavilions representing the provinces. Here, history from all parts of the country would be on display, a project that Pigott says will be of great interest to children.

The federal Canlands property in the downtown core, eyed by Ottawa as the major solution to its parking woes, must also be planned with the attitude that only a project befitting the capital should be developed here.

Another NCC project is to develop a ceremonial route in time for the 1988 opening of the new National Gallery on Sussex and the Museum of Civilization in Hull.

The route would consist of Wellington Street, Sussex Drive, the Alexandra Bridge, Laurier Street in Hull and the Portage Bridge.
